Job Description

The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. More than 11,000 employees operate NYCHA's properties and central office functions.
NYCHA's Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are customized based on NYCHA standard operating procedures. L&D's mission is to prepare NYCHA employees for the roles they're in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers.
Reporting to the Administrator of the Property Administration Training Unit, the Technical Trainer (Property Administration), is responsible for facilitating a variety of training courses designed to enhance the technical skills and knowledge of NYCHA employees, primarily but not exclusively Housing Assistants, Neighborhood Planners, and other administrative titles. This position focuses on training related to NYCHA standards and procedures specific to property management operations, property management supervision, and tenancy administration. The ideal candidate will play a key role in delivering high-quality professional development opportunities that ensure employees can perform their duties safely, efficiently, and in compliance with all relevant standards.
Responsibilities include, but are not limited to the following:
- Plan, implement, coordinate, monitor and/or evaluate programs.
- Perform difficult work in the preparation of planning required for training.
- Prepare evaluation reports, perform analyses and review program plans, funding and performance.
- Make recommendations on policies and procedures.
- Provide authoritative interpretation of complex problems.
- Provide technical assistance and training to subordinate staff in techniques of program implementation and management.
Create and deliver training on the following subject areas:
- General Property Administration - How to maintain a professional setting with regularly scheduled office hours in the property business office.
- Rent Collection/Legal Action - How to ensure timely collection of rent payments and ensure processing of documents for timely legal action for rent delinquents and holdover cases, and the data entries of related computer records; how to authorize requests for rent adjustments; obtain verifications and maintain computer files in accordance with NYCHA procedures.
- Annual Income Reviews and Uncollected Accounts- How to ensure the completion of annual reviews including the submission of non-verifiable cases via Seibel to Office of Tenancy Administration; accurate processing of uncollected rental accounts.
- Visual Assessments - How to ensure visual lead assessments are completed and recorded in Maximo by trained staff and sequenced appropriately.
- Occupancy and Vacancy - How to ensure vacant apartments are prepared in accordance with policy and procedures and are available for occupancy; how to maintain records of assigned units' status in Tenant Turnover Log (TTL).
- Procurement - How to maintain sufficient materials, services and staffing to complete apartment, corrective maintenance, preventive maintenance repairs timely and consistently; ensure all steps to procure goods and services are followed in accordance with NYCHA procedures.
- Safety & Security - How to follow safety guidelines to ensure safety and security of residents and staff.
- Repair/Work Orders - How to ensure resident repair requests are responded to within prescribed guidelines; coordinate the completion of repairs, and close work orders in accordance with established procedures.
- Property Maintenance - How to conduct property inspections, which include move-ins, housekeeping, and grounds to assure adherence to established satisfactory standards.
- NSPIRE - How to formulate and implement a plan for successful NSPIRE inspections and corrective action plans within the required procedural timeframe.
- Resident Engagement - How to facilitate resident engagement to ensure compliance with HUD regulations.
- Staff Supervision/Training - How to develop and secure training, supervise and discipline staff as appropriate; participate in pre-employment interviews and hiring processes.
- Reporting - How to ensure the timely and accurate submission of various management reports as needed.
- Special Projects - Serving as a subject matter expert on property administration training; lead or participate in special projects as necessary.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
