Job description

Job Responsibilities The mission of the South Carolina Department of Education is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential. Job Purpose: Under limited supervision, the general responsibilities of the position encompass the supervision and management of high level, flexible professional teams in the areas of Career and Technology Education, Work-Based Learning opportunities, Education and Economic Development Act, and the appropriate expenditures of state and federal funds. Responsibilities: Provide direction to meet federal and state mandates in Career Technical Education (CTE) in South Carolina by providing direction, leadership, coordination, and vision for Career Technical Education, including programmatic components and business industry partnerships in South Carolina and directing all fiscal, personnel, and professional development activities of the office with documented evidence.

Lead the development, implementation, and management of electronic systems used to disseminate and collect Local Education Agencies (LEA) local plans and progress reports. Provide technical assistance and monitoring of department and district programs to ensure compliance with state, federal and South Carolina Department of Education (SCDE) policy and regulations pertaining to CTE. Coordinate State Department of Education Career and Technology Education and work-based learning initiatives with other relevant constituents: districts, business and industry partners, colleges and universities, and other state agencies.

Lead the development and planning of a statewide Career Technical Education Leadership Team (advisory council) for the purpose of evaluating and refining the CTE Program of Study and Career Pathways. Monitor financial and personnel management activities to ensure compliance with state and federal laws, rules, and regulations governing Career and Technical Education. Develop and monitor budget for all state and federal funds flowing through the OCTE.

This includes budget allocations to LEAs, Technical Colleges, and others. Lead state and federal reporting for OCTE to include the strategic plan and state plan. Develop, coordinate, and monitor the performance standards and measures for CTE programs.

Monitor implementation of Economic Education Development Act (EEDA). Perform related job duties as assigned by the deputy or state superintendent. This position is located in the Office of Career Readiness.

Minimum and Additional Requirements A bachelor's degree and relevant program management experience. Preferred Qualifications A bachelor's degree in education or management and six (6) years' experience in career and technology programs (applied technology and career education) and work-based learning initiatives. A master's degree in education or management and eight (8) years' experience in applied technology, career education, and work-based learning initiatives; or comparable education and experience.
