SUMMARY: Under limited supervision, directly manages the related project development, design, permitting and construction management activities for private development related projects. Coordinates activities between consulting engineers, contractors, developers and BJWSA personnel to ensure all projects are developed and designed according to BJWSA specifications and ethical standards. Creates development agreements with developers for large developments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  • Is responsible for providing project development, design and permitting management of all private development related projects for BJWSA through effective coordination of activities to ensure projects are designed and permitted in a timely and cost-effective manner. Oversees projects with regulatory agencies and through construction.
  • Supervises and develops assigned staff through effective work coordination, performance management, and staffing decisions in accordance with organizational policies and standards.
  • Monitors safety and security policies and recommends changes when needed.
  • Creates development agreements with developers for large developments.
  • Reviews capacity credits for developers who install regional infrastructure for BJWSA.
  • Contributes to and reviews/comments on project designs, drawings, construction documents, cost estimates, material orders, reports, addenda and change orders, and planning recommendations as required for each project.
  • Leads the Development Team’s weekly Design Review meeting.
  • Ensures that all required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with and recorded.
  • Receives, reviews, analyzes and approves the construction plans and specifications developed for private development projects.
  • Provides technical assistance to staff engineers and other departments at BJWSA as required and/or requested.
  • Receives, considers and responds and communicates in a professional and effective manner.
  • Represents the Authority at various municipal and public committee meetings related to groups and governmental agencies in the development and approval of assigned projects.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE:

  • Requires a Bachelor’s Degree in Civil or Mechanical Engineering or related field with a minimum of five years’ experience in engineering related functions and project management, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Extensive knowledge of the principles and practices of engineering as applied to civil/site design and hydraulics associated with water and wastewater systems and pump stations.
  • Prefer a minimum of 3 years’ experience managing, leading, training, and developing staff.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Licensed Professional Engineer in South Carolina is required, or the ability to obtain licensure within 12 months.
  • Must possess a valid driver’s license.
