Siloam Mission is a Christian-based non-profit service organization for Manitobans who have experienced homelessness and who struggle with mental health issues, physical and cognitive disabilities, addictions, or trauma. JOB SUMMARY

Reporting to the Director of People and Culture, the Human Resources Generalist (HRG) provides professional, full-cycle human resources support. Working in partnership with leaders across Siloam Mission, the HRG leads recruitment activities and coordinates the organization's onboarding process. The HRG is responsible for coordinating and administering employee records, benefits and leave administration, training and development, policy administration, and other HR programs and initiatives. This role is a member of the Health & Safety Committee. The HRG is a trusted resource to leaders and employees, providing guidance and coaching on HR policies, procedures, and best practices while supporting employee relations, performance management, workplace investigations, and organizational initiatives. 

The role contributes to a positive workplace culture by ensuring HR services are delivered consistently, confidentially, and in compliance with employment legislation and organizational policies.

KEY DUTIES & RESPONSIBILITIES

  • Coordinate the full-cycle recruitment process, including receiving requisitions, preparing job postings, coordinating and performing interviews, conducting reference checks, obtaining and monitoring employment eligibility requirements such as security checks and work permits, and preparing and presenting employment offers.
  • Partner with hiring managers to understand staffing needs and support effective recruitment strategies, ensuring hiring practices are compliant with Siloam policies and applicable legislation.
  • Develop, review, and maintain job descriptions that accurately reflect organizational needs and position requirements.
  • Schedule and facilitate orientation and offboarding activities to ensure a positive employee experience, systems access, and compliance with organizational requirements.
  • Provide guidance, coaching, and support to employees and leaders on HR policies, procedures, and employee relations while promoting the consistent application of HR best practices.
  • Participate in and lead workplace investigations, mediation, and conflict resolution processes.
  • Administer employee benefit programs, including enrollments, changes, terminations, and employee communications.
  • Coordinate and support leave administration, including tracking leaves, WCB reporting, and return-to-work processes in collaboration with managers and payroll.
  • Coordinate and continuously improve organizational training and development programs that support compliance, employee development, succession planning, and organizational priorities.
  • Partner with leaders and subject matter experts to identify learning needs and coordinate appropriate training solutions.
  • Develop, deliver, and maintain training materials, learning resources, orientation programs, and training records.
  • Evaluate training effectiveness and recommend improvements based on participant feedback, Siloam needs, and measurable outcomes.
  • Promote employee participation in learning and development initiatives through effective communication and program administration.
  • Administer and maintain the HRIS, ensuring data integrity, accurate reporting, and support effective system utilization.
  • Maintain accurate and confidential paper and electronic employee records and HR documentation.
  • Administer employee status changes, wage changes, employment documentation, and other HR transactions.
  • Assist in maintaining HR intranet content.
  • Monitor HR metrics and prepare reports as requested to support decision-making, compliance, and continuous improvement initiatives. 
  • Participate in the development and continuous improvement of HR policies, programs, projects, and initiatives that support departmental and organizational objectives and values.
  • Maintain current knowledge of employment legislation, regulatory requirements, and HR practices. 
  • Ensure compliance with federal and provincial employment legislation, organizational policies, and record retention requirements. 
  • Represent Human Resources on the Workplace Safety and Health Committee. 
  • Foster a positive, respectful, and equitable workplace culture consistent with the Siloam Mission's values. 
  • Perform other duties as assigned that are related to the position.

EDUCATION & EXPERIENCE

  • Completion of a diploma/degree in Human Resources or Business Administration; a combination of related education and experience may be considered.
  • Minimum two years of progressively responsible experience in Human Resources. 
  • Proficiency with HRIS; familiarity with Payworks a definite asset.
  • Experience in mediation and conflict resolution an asset.

  • Knowledge of HR principles, best practices, and applicable employment legislation, including the Manitoba Employment Standards Code, Human Rights Code, Workplace Safety and Health legislation, and privacy legislation. 
  • Knowledge of recruitment, employee relations, performance management, training and development, and HR administration. 
  • Ability to maintain confidentiality while exercising sound judgment, discretion, and professionalism. 
  • Strong interpersonal, coaching, and relationship-building skills, with the ability to communicate effectively with employees and leaders at all levels.

  • Experience using an HRIS; experience with Payworks is considered an asset.

RELATIONSHIP

  • Works closely with other members of the HR Department, employees and leaders at all levels of Siloam. 

WORKING CONDITION 

  • Hours of work: Monday - Friday, 8:00 a.m. - 4:30 p.m. 
  • In-office at our main location at 300 Princess St., Winnipeg.
  • Limited travel to Siloam Mission off-site locations.

WORKPLACE SAFETY AND HEALTH 

The incumbent contributes to making the organization safe for clients and staff and recognizes the importance of reporting unsafe situations and participating in follow-up reviews as a learning opportunity.

  • Provides a safe environment by ensuring adherence to Workplace Safety and Health Regulations and Policies, Infection Control Guidelines, WHMIS and Safe Work Procedures
  • Immediately investigates and recommends corrective action on any unsafe acts, work conditions, incidents, near misses, injuries or illnesses
  • Demonstrates understanding of role and responsibilities in fire prevention and disaster preparedness and participates in safety and health training programs including the facility's Fire, Disaster and Evacuation Plan
  • Supports an environment which avoids, prevents and corrects all activities or actions which may result in an adverse outcome in the delivery of services. Community Member safety is a standing item for all individual and departmental meetings
  • If applicable the use of proper PPE and respiratory equipment is provided by the manager of the department and must be worn as suggested
