Job Description Build the Engine Behind a Smarter, Stronger Learning Ecosystem The City of Raleigh Parks Department is seeking highly skilled Learning & Development Systems Analyst to architect, maintain, and optimize the platform that trains for over 2,000 employees. This technical and strategic role blends database stewardship, advanced reporting, and learning design to ensure our Learning Management System (LMS) operates as a proactive, automated hub, a catalogue of e-learning assets, and a system of learning records. The LMS Administrator is essential to Raleigh Parks to maintain accurate, auditable training records and ensure staff meet all safety, compliance, and professional development requirements. This role oversees the full lifecycle of training-both in-person and e-learning-within the SuccessFactors Learning system, ensuring courses are properly created, assigned, tracked, and reported. Employees depend on the LMS Administrator for timely compliance reports, roster management, and documentation required for regulatory and accreditation standards such as CAPRA.

Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. LMS Administration & Database Management Serve as the primary LMS contact, governing configuration, data sets, and system performance.

Manage relational data integrity across systems, users, assignments, curricula, and training records. Monitor and improve backend system health through customer support and troubleshooting, data validation, error resolution, quality checks, and Service Now tickets. Coordinate with IT and vendors to ensure integrations, APIs, SSO, and HRIS functions sync reliably.

Automated & Advanced Reporting Design and maintain reporting pipelines, dashboards, and scheduled automations using LMS reporting tools, Power BI, and related platforms. Build data models that support predictive and operational insights (e.g., safety compliance trends, onboarding performance, training load forecasting). Support supervisors by sharing best practices for team reporting and adherence to training requirements

Curriculum Architecture & Systems Design Build programs, curricula, and automated learning paths so training is auto assigned based on role, job code, compliance cycles, safety requirements, and departmental needs. Automate curricula, and programs with the LMS to reduce manual work, prevent assignment errors, and allow the Learning Team to operate proactively. Partner with instructional designer to align programs, assessment strategies, and metadata for seamless delivery.

Content Curation & Technology Stewardship Curate high-quality learning content from external vendors to establish a library of accessible training to support professional development that aligns with department goals. Administer and support additional learning technologies across SharePoint, Teams, YouTube, video editing platforms, and SCORM/API authoring tools. Serve as a liaison between IT & other departmental LMS administrators to ensure governance standards, workflow consistency, and quality assurance.

Customer Support & Cross Department Collaboration Collaborate with Safety, IT, and HR to ensure training systems support citywide initiatives. Represent the Learning Team on committees and cross functional projects to influence technical improvements and organizational learning strategy. Balance technical problem-solving with an understanding of user experience, ensuring staff feel supported throughout learning processes.

Typical Qualifications Education and Experience Bachelor's Degree in Information Technology, Computer Science, Business Administration, or related field; less than 1 year experience in software development lifecycle framework, business systems analysis, software consultation, or a related field OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Licensing and Certifications: Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire Preferred Qualifications: Preferred areas of study: Business Systems Analysis, Learning Design, Learning Technologies Specialized certification or instructor certification in the subject matter area. Examples include but are not limited to: LMS certifications, SHRM, CPTD or behavioral assessment certifications Additional Information Knowledge, Skills and Ability: Demonstrated project management skills, including planning, sequencing, stakeholder coordination, implementation, and evaluation of technical learning initiative Evaluate, test, and implement new LMS features, plugins, and third-party learning tools Map current and future-state processes to optimize learning workflows and reduce administrative burden Identify opportunities for system optimization, continuous improvement, and innovation in learning technology Troubleshooting expertise to diagnose LMS, data, and integration issues and implement sustainable solutions Exceptional customer service through timely troubleshooting, clear guidance, and friendly communication Excellent written and verbal communication to translate technical concepts into clear guidance for staff at all levels ADA and Other Requirements: Work Environment andPhysical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.
