About the Opportunity

DMI, LLC is seeking a PeopleSoft Human Capital/Enterprise Learning Development Lead (Application Manager) to lead a team of full-time staff, contractors, and vendors dedicated to implementing, configuring, and supporting the PeopleSoft applications. The Application Manager will be conversant in development and delivery methodologies and will maintain operational excellence. In addition, the Application Manager will work with internal stakeholders and function as a technical owner of the applications. Prior experience in ERP migrations is preferred, as is PMP certification.

Duties and Responsibilities:

  • Develop a comprehensive project plan, outlining project scope, objectives, timelines, resource requirements, and deliverables.
  • Lead project team, including functional and technical experts, to ensure smooth execution of the project.
  • Act as the primary point of contact for project stakeholders, including business users, technical teams, and stakeholders. Maintain clear and open communication channels.
  • Work with business users to understand their requirements and translate them into project deliverables.
  • Identify potential risks and issues related to the project and develop mitigation plans to address them proactively.
  • Oversee quality assurance processes to ensure that the deliverables meet the defined standards and align with business requirements.
  • Prepare and present regular project status reports to project stakeholders and management.
  • Identify opportunities for process improvement and efficiency within the PeopleSoft project and provide recommendations for future projects.
  • Ensure that the project adheres to organizational policies, procedures, and governance standards.
  • Troubleshoot functional or business process issues related to WMATA applications and systems.
  • Translate relevant application/system configuration to respective users, IT staff, and IT management.
  • Configure or reconfigure in-house tools for administration purposes or to support WMATA’s business processes.
  • Develop complex queries for reporting purposes.
  • Create functional design diagrams and present proposed solutions in the form of design reviews.
  • Work with other functional analysts and developers to determine the best technical approach, learn new functionality and features of in-house tools as new versions are released, and educate the user community.
  • Prepare requirements documents and report mockups.
  • Develop training materials.
Qualifications

Education and Years of Experience:

  • Bachelor’s degree or three (3) years of additional applicable experience.
  • Eight (8) or more years of relevant experience

Required Skills & Certifications:

  • Master's degree in computer science or a related field.
  • Experience in working with Hyperion and other third-party systems.
  • Experience with cloud-based applications.
  • Strong leadership and team management skills are vital to effectively guide project teams and coordinate with stakeholders at all levels.
  • Excellent verbal and written communication skills are necessary for clear and effective communication with team members and stakeholders.
  • The ability to identify and address project-related challenges, risks, and issues proactively is important in ensuring project success.
  • Familiarity with project management methodologies such as Agile, Waterfall, or a hybrid approach is beneficial, as different projects may require different methodologies.
  • Support other WMATA major initiatives like ERP Modernization Project.
  • Manage PeopleSoft O&M tasks and delivery.
  • Prepare and support procurement-related artifacts, including COTR support related to vendor contract activities and procurements for phases.
  • Functional experience with e-business software products such as PeopleSoft, including product configuration, requirements gathering, and developing training materials.
  • Experience with databases such as Oracle, SQL Server, Sybase, Informix, and DB2.
