Overview
DecisionPoint seeks a Dev Lead / Scrum Master - CMS & Workflow to lead Agile development teams building, integrating, and automating case management workflows and associated dashboards within a secure cloud environment. The position supports a DoD modernization effort to enhance casualty and case management systems that operate across multiple Impact Levels (IL2-IL5) in AWS GovCloud.
The Dev Lead will drive iterative development, ensure sprint alignment with mission objectives, and oversee delivery of system enhancements that improve data accuracy, responsiveness, and reporting visibility across CMA operations.
This position is fully remote.
Duties & Responsibilities
The Dev Lead / Scrum - CMS & Workflow will:
  • Serve as Scrum Master and technical lead for cross-functional Agile teams developing and enhancing case management, notification, and reporting workflows.
  • Lead sprint planning, reviews, retrospectives, and backlog grooming to ensure delivery of prioritized features.
  • Collaborate with business analysts, UI/UX designers, and system architects to translate mission needs into user stories, epics, and acceptance criteria.
  • Oversee integration of automated workflows, notification services, and audit mechanisms that maintain data consistency across interconnected systems.
  • Ensure data validation and field integrity across system tiers, supporting IL2-IL5 environments in compliance with security and privacy requirements.
  • Implement continuous integration/continuous deployment (CI/CD) and monitor build and release pipelines to maintain stable and secure releases.
  • Develop reporting dashboards and visualizations to surface operational metrics and performance indicators for leadership.
  • Coordinate with DevSecOps, cybersecurity, and testing teams to ensure all new functionality passes validation, compliance, and accessibility standards.
  • Facilitate backlog tracking, sprint metrics, and velocity reporting for transparency and performance optimization.
  • Support configuration management by maintaining accurate documentation of system changes, workflows, and dependencies.
  • Lead risk management and dependency tracking within each sprint to ensure timely delivery of increments aligned with customer objectives.
  • Mentor team members on Agile practices, continuous improvement, and secure coding standards.

Qualifications
Clearance Requirement:
  • Must hold an active Secret clearance.

Education:
  • Bachelor's degree in Computer Science, Software Engineering, or a related discipline.

Experience:
  • Minimum 7 years of experience leading Agile software development teams delivering enterprise-scale web applications.
  • Demonstrated success leading case management or workflow-driven applications with integrated data validation, notifications, and dashboards.
  • Experience with Agile frameworks (Scrum, SAFe, or Kanban) and backlog management in tools such as Jira or Azure DevOps.
  • Familiarity with CI/CD pipelines, cloud infrastructure (AWS or Azure), and secure DevSecOps practices.
  • Knowledge of RESTful APIs, data integration, and DoD-compliant secure cloud operations.
  • Experience maintaining system interoperability and data fidelity across multiple IL-tier environments.

Certifications (Preferred):
  • Certified Scrum Master (CSM), PMI-ACP, or SAFe Scrum Master.
  • AWS Certified Developer - Associate or AWS Certified Solutions Architect.
  • CompTIA Security+ CE or equivalent DoD 8570/8140 certification.

Skills:
  • Strong understanding of Agile metrics (velocity, burn-down charts, cumulative flow).
  • Excellent communication skills for coordinating with government and contractor stakeholders.
  • Proven ability to translate user needs into actionable technical solutions.
  • Experience supporting full lifecycle software delivery-from architecture through post-deployment sustainment.
  • Ability to lead distributed teams in high-security cloud environments.
