Job description

Responsibilities
Noblis ESI is seeking a Lead Acquisition Strategist and Program Planner to support our government customer in Chantilly, VA.
Responsibilities Include:
  • Develop comprehensive acquisition plan.
  • Identify optimal contract vehicle(s) for multi-agency data-sharing solution.
  • Conduct market research for C-UAS data integration technologies.
  • Develop acquisition documentation (Acquisition Plan, source selection materials, etc.).
  • Perform cost/price analysis and develop funding profiles.
  • Support pre-award functions including industry communication and negotiation positions.
  • Create integrated program plan synthesizing requirements from stakeholders.
  • Develop CONOPS for USG-wide C-UAS data-sharing ecosystem.
  • Identify technical, schedule, cost, and stakeholder risks.
  • Establish program governance structure for multi-agency coordination.
  • Define success metrics and performance measures.
  • Facilitate coordination across IC and DoD agencies.
  • Support technical exchange meetings with service/agency C-UAS program offices.
  • Liaise with ODNI funding authorities.
  • Brief senior leadership on program strategy and progress.
  • Prepare executive-level briefings, point papers, and decision memoranda.
  • Develop and maintain program documentation (plans, schedules, risk registers).
  • Provide acquisition expertise and mentorship.
  • Document acquisition processes, decisions, and lessons learned.

Required Qualifications
  • Active Top Secret/SCI with Counterintelligence (CI) Polygraph.
  • US Citizenship is required.
  • Bachelor's degree and 12 years of experience OR Master's degree and 10 years of experience OR Doctorate and 8 years OR Associate's degree and 14 years OR HS Diploma/GED and 16 years of experience.
  • Program Management certification (PMP, DAU, or DAWIA Level II/III in Program Management).
  • 8+ years recent (within the last 15 years) of IC and/or DoD program management experience.
  • 5+ years leading acquisition activities for complex, multi-stakeholder programs valued at $10M+.

Desired Qualifications
  • Master's degree in related field.
  • Experience with IC or DoD data-sharing/integration programs.
  • Experience with multi-agency coordination and joint IC/DoD acquisitions.
  • Familiarity with C-UAS systems, technologies, or operations.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
