PURPOSE OF CLASSIFICATION

Under the direction and review of the Board, the Library Director is responsible for the operations of the library and development and implementation of its service programs. Assists the Board with long range planning and policy development; managing all library resources, including human resources in cooperation with the Anderson County Human Resources Director and in compliance with all Anderson County Government personnel policy and procedures. Organizes the acquisition, access, storage, and control of the library's collections. Designs and implements services and programs for patrons of all ages, which will ensure that the goals of the library are achieved. The Library Director hires and supervises all staff, substitutes, and volunteers who work in the library. The Library Director shall subscribe to the Ethics Statement for Public Library Trustees, the Library Bill of Rights, and the Freedom to Read and the Freedom to View statements.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.

Administrative Services

• Implement policies as established by the Board and periodically review and make recommendations to the Board for revisions.
• In cooperation with the Board Treasurer, prepare the draft of the annual library budget for Board discussion and approval.
• Receive and expend library funds according to Anderson County Accounting and Budget Office policy and procedure, and maintain accurate and up-to-date records showing the status of library finances. Submit monthly, quarterly and annual financial reports to the Board.
• Recruit, select, hire, supervise, evaluate annually and terminate if necessary, library staff in conformity with library and county policy and procedure, and state and federal law. Oversee scheduling of staff and volunteers to ensure maintenance of library hours and operation.
• Attend monthly meetings of the Board, except those in which salary and performance are discussed, and prepare and submit a written, detailed Director's Report to the Board monthly.
• Prepare and submit all reports required by the region and the state in a timely manner.
• Inform and advise the Board as to local, regional, state and national developments in the library field, and work to maintain communication with other area libraries.
• Work with the Clinch River Regional Library as per the service agreement.
• Oversee the collection and reporting of fines and fees in compliance with Board approved policy and county Accounting and Budget Office policy and procedure.
• Establish and maintain a cordial and cooperative working relationship with local volunteer organizations, such as the local Friends of the Library groups, etc.
• Excellent interpersonal skills. Ability to effectively communicate ideas and information in both verbal and written form.
• Ability to work with the Board, community groups and elected officials.
• Knowledge of public library philosophy, principles and procedures which will allow effective recommendations to the Board and sound decision-making when faced with a wide range of circumstances.
• Ability to supervise staff and volunteers and to delegate responsibility in an effective manner.
• Ability to locate and retrieve library materials in a variety of formats.
• Knowledge and ability to perform basic computer operations and troubleshoot problems, to manage integrated library systems and to access external databases.
• Ability to establish and maintain proper priorities and meet deadlines.
• Ability to work within a confidential environment.
• Ability to produce and maintain accurate files and reports.
• Ability to use and manage library equipment, including but not limited to, a telephone system, security systems, and mechanical systems.
• Ability to motivate the staff to perform efficiently.
• Organizational skills to operate the library with limited staff and financial resources.
• Ability to maintain a flexible work schedule, including night and weekend responsibilities and activities.

Collection Management

• Select, or direct the selection of, materials for all media and all age groups, based on the library's Board-approved collection development policy.
• Develop and maintain a minimum weeding schedule of 5% annually.

Service & Service Promotion

• Develop and execute service programs to address the various needs of all patrons and to make the library more accessible to all.
• Establish a friendly and customer-service oriented atmosphere for patrons.
• Seek and prepare grant applications in order to supplement local funding of library operations and development.
• Maintain statistical records, which may include, but are not limited to, circulation, services, and programs. Periodically survey patrons in order to measure progress towards goals.
• Continually investigate the value, costs and logistics of adding library services, new media and new technologies in order to keep the library current and proactive in its service provision to the public and progressing toward the library's service goals.
• Conduct ongoing reviews of existing library programs, services, policies and procedures, and submit recommendations for improvements to the Board.

Facilities Management

• Regularly review building needs and advise the Board of any necessary repairs.
• Assess the adequacy of existing facilities in regard to the provision of automated services.
• Assist in the maintenance of the library grounds, including but not limited to trash pickup, clearing sidewalks, shoveling snow, laying down salt to prevent freezing, cleaning windows, sweeping, and mopping. Additional yard work may be required.

MINIMUM QUALIFICATIONS

• High School Diploma or General Education Degree (GED).
• Must have or be able to obtain a certification as a Certified Public Library Manager.
• Graduation from an accredited college or university with an Associate's Degree or higher in Library Science or related field is desirable.
• Should have a broad knowledge of books and be able to work well with the public. Previous library experience preferred.
• An ability to maintain confidentiality is necessary.
• Familiarity with basic office equipment.
• Possession of a valid Tennessee driver's license.
