Job Description
The Owner's Authorized Representative I (OAR I) will manage and oversee various phases of school construction and modernization projects within LAUSD. This role involves coordination with public agencies, architects, engineers, contractors, and district stakeholders to ensure projects are delivered on time, within budget, and in compliance with all regulatory standards. The OAR I will play a key role in maintaining the integrity of LAUSD's construction projects and ensuring they meet high-performance and sustainability standards.
Key Responsibilities
  • Manage, oversee, and coordinate all facets of assigned construction projects, including pre-construction, bid and award, construction, and close-out phases.
  • Review and provide feedback on pre-construction documents to ensure alignment with LAUSD standards.
  • Monitor and report project status and progress to senior management.
  • Collaborate with relevant public agencies and district staff to ensure compliance with regulatory requirements for off-site work.
  • Manage project budgets and schedules, ensuring accurate financial tracking and reporting.
  • Supervise contractors' daily activities, review construction schedules, and coordinate responses to contractor inquiries.
  • Evaluate contractor substitution submittals for compliance with project specifications and district requirements.
  • Review, negotiate, and process Contractor Change Order Proposals to achieve fair and reasonable pricing.
  • Oversee contractor, architect, and engineer payments, ensuring accuracy and compliance with contract terms.
  • Administer provisions of Professional Service Agreements between architects and LAUSD.
  • Coordinate the delivery of district-related fixtures, furniture, and equipment.
  • Manage project closeout processes, ensuring final certification with the Division of State Architects (DSA) and financial reconciliation.
  • Perform additional duties as assigned by project leadership.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications
Required Experience:
  • 10 years of full-time paid professional experience in construction and/or project and construction management for commercial or public/educational facility construction.
  • At least 3 years of experience coordinating complex projects valued at over $10 million.

Preferred Experience:
  • Experience with Design-Build projects.
  • Proficiency in Building Information Modeling (BIM).
  • Familiarity with LEED-certified projects and Collaborative for High Performing Schools (CHPS).
  • Experience with Division of the State Architect (DSA) design/construction processes.
  • Knowledge of OSHA Safety Regulations (OSHA 30 minimum certification required).

Education Requirements:
Candidates must meet one of the following education requirements:
  • Bachelor's degree in Architecture, Engineering, or Construction Management.
  • Bachelor's degree in any field with the ability to complete a Certified Construction Manager (CCM) credential within one year of employment at LAUSD.
  • Possession of a valid Certified Construction Manager (CCM) credential in lieu of a degree.

Preferred Licenses & Certifications:
  • Registered Architect (California Architectural Board) or Licensed Professional Engineer (State Board for Professional Engineers and Land Surveyors).
  • Certified Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).

Additional Information
The salary range for this full-time role is $130k-$160k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.
