DISTRICT 05 - UNIT 205-MONROE-OUACHITA PARISH
About this Job
This position is in District 05/Project Engineer Office/Unit 205 Ouachita Parish/Monroe, LA of the Department of Transportation and Development and reports directly to the Construction Inspection Supervisor. The overall function of this position is to inspect and oversee subordinate inspectors on construction projects in all phases of the construction project. The incumbent must be self-motivated and be able to perform duties many times without supervision or with minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Minimum Qualifications
Possession of a high school diploma or GED plus four years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus four years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Twenty-four semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management, or construction technology; OR
Possession of an engineer intern certificate.

Job Duties and Other Information
Job Duties:
  • Serves as a primary lead worker in a DOTD Project Engineer's Office and is responsible for contract administration on various roadways, bridges, or other public works projects.
  • Position is responsible for quality assurance inspections of contractors' work to ensure conformance with contract documents, plans and specifications by providing functional supervision of a team of subordinate engineering technicians and inspectors.
  • Position generally serves as DOTD's principal representative on construction projects and has frequent contact with contractor personnel, other DOTD or FHWA employees, and the public. Incumbent is required to exercise independent judgment based on a broad knowledge of Department construction specifications, policies, and standards and his or her own expertise in common construction practices.
  • This position serves as lead worker and functional supervisor for daily project operations.
  • Serves as project manager on complex or multi-phased projects. Leads a team of lower-level technicians and inspectors performing inspections on various phases of work such as:
    1. Inspection of earthwork operations and placement of embankments for proper materials and procedures.
    2. Inspection of placement of Asphaltic Concrete by contractor for adherence to specifications, construction procedures and quality measurements.
    3. Inspection of Portland Cement Concrete (PCC) Pavement construction.
  • May be required to work other duties as necessary including, but not limited to, emergency/disaster support activities..

  • Work Schedule: Monday-Friday from 7:45 AM to 4:15 PM
