One Irvine Workforce Presents: Community Development Field Services Assistant Apprenticeship (Limited Term*) *This position is full-time, at-will, and budgeted for 14 months with the approximate program period of late October 2026 through December 2027. Post-program employment opportunities may be available, but are not guaranteed. The Community Development Field Services Assistant Apprentice plays a pivotal role in maintaining our city's high standards by providing administrative and technical support to the Code Enforcement and Inspection teams, performing field work, and delivering exceptional customer service to our residents.

The One Irvine Workforce Apprenticeship Program is funded through the California Volunteers Youth Service Corps grant. In addition to employment, apprentices receive specialized professional development and mentorship, and participate in innovative trainings, all while supporting some of Irvine's most important initiatives.

Apprenticeship Eligibility Requirements This program is grant funded and has specific eligibility requirements, including: Participants must be between 18-30 years old on their first day of service, estimated to be October 2026. Priority will be given to Irvine residents who meet at least two of the following: Are unemployed or out of school Are low-income May have difficulty finding employment Are first generation college students Were in or are transitioning from foster care Are or were engaged with a mental health or substance abuse system Are or were justice-involved Are experiencing or have experienced housing instability Have not participated in an AmeriCorps program Your Impact Public Outreach: Educate and inform stakeholders, including homeowners, tenants, businesses, city departments, and external agencies, about codes, ordinances, and regulations.

Administrative Support: Prioritize tasks and projects to ensure efficient daily operations within the department. Complaint Intake: Conduct initial interviews with individuals reporting potential code violations and determine appropriate next steps. Field Support: Assist code enforcement officers during on-site inspections to identify code violations.

Technical Inspections: Support inspectors in evaluating structures, grading, landscaping, and building systems for compliance with codes, standards, and regulations. Permit Review: Assist in reviewing construction permits, plans, and specifications to ensure compliance with applicable codes and ordinances, seeking guidance from senior staff on complex technical matters. Minimum Qualifications High school diploma or equivalent.

At least one year of customer service experience, or a combination of education and experience that demonstrates equivalent knowledge, skills, and abilities. Possession of, or ability to obtain, a valid California driver's license. Desirable Qualifications Experience with general code enforcement compliance, investigations, or building inspection.

The Community Development Department plans, implements, and enforces construction development standards and performance criteria that facilitate the creation and maintenance of a built environment that is safe, vibrant, and aesthetically pleasing.

The department consists of two primary divisions - Planning Services and Building & Safety - with support functions for each provided through the Community Development Assistance Center (CDAC). CDAC acts as a one-stop shop for businesses, developers, and anyone interested in development projects in Irvine. The team provides information and resources to help people make informed decisions about building, expanding, or altering structures in the City.

CDAC also facilitates the submittal and processing of planning and permit applications, as well as the processing and issuance of business licenses. Planning Services oversees current, long-range, and transportation planning for the City. The division develops, maintains, and implements the General Plan and Zoning Ordinance policies and standards, including the adopted Traffic Study Guidelines and other planning documents.

The division is responsible for reviewing and processing all development applications and permits, reviewing and analyzing transportation-related issues for development projects, assisting residents, businesses, and developers with land use and transportation-related planning and zoning inquiries, and coordinating regional and interagency planning efforts. Building & Safety (including the Water Quality and Code Enforcement sections) ensures that development in the City of Irvine is designed, constructed, used, and maintained in accordance with the Irvine Municipal Code, California Building Codes, and federal water quality standards. The division is responsible for reviewing and approving grading and building permit applications and associated construction documents, and for inspecting the permitted construction for conformance with the approved plans.

The Code Enforcement section responds to and investigates concerns from the public regarding potential code violations, including unpermitted construction, property maintenance, unpermitted signs, and more. The Process The selection process will include an interview and a background investigation prior to appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.
