Introduction: ARServices is seeking an experienced Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate's Chemical and Biological Department, Medical Division (RD-CBM) Therapeutics Team. This role is ideal for technical professionals with a strong science background (biology, chemistry, pharmacology, toxicology, or related fields) combined with proven project management and acquisition experience in R&D environments. You will serve as an action officer and advisor for a science and technology portfolio focused on developing increased understanding of potential and emerging threat agents, while providing critical support for RDT&E acquisition, planning, programming, budgeting, and execution (PPBE) processes to advance medical countermeasures against chemical and biological threats.

Position Description: The Technical Project Manager will apply deep technical expertise in chemical and biological defense to translate scientific information into programmatic and fiscal documentation, support acquisition programs, track project performance, advise on risk and contracting strategies, and coordinate with internal and external stakeholders to ensure alignment with mission goals and timely delivery of therapeutics capabilities. Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected. A qualified candidate will perform the following duties and responsibilities, but are not limited to: * Plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense. * Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting, and execution (PPBE) system.

* Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action. * Participate in Integrated Product Teams and serve as technical and programmatic point of contact. * Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.

* Provide support to and coordination of acquisition and PPBE documents, to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials for a research and development acquisition program. * Assist in setting portfolio, project, and product level strategy and priorities. * Ensure portfolios are responsive and mapped to program goals and requirements.

* Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. * Create briefings and products for both technical and senior leader audiences. * Track cost, schedule, and performance of chemical and biological defense-related technical projects to ensure they continue to meet the objectives of the program.

* Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers. * All other duties as assigned. Security Clearance Requirement: DoD Secret Security Clearance (active/current).

Required Qualifications: * DoD Secret clearance. * Successful completion of a full course of study in an accredited college or university leading to a BS or MS in Biology, Chemistry, Pharmacology, Toxicology, Medicinal Chemistry, Biochemistry, or an equivalent field. * 5+ years' experience with a BS, or 3+ years with an MS, including experience in: * Project management and/or acquisition in research and development, or * S&T project management in a laboratory, program management office, or R&D environment.

* Detail-oriented, self-starter with excellent communication and time management skills. * High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software. Desired Qualifications: * Knowledge of traditional and emerging chemical warfare agents.

* Experience with the Chemical Biological Defense Program (CBDP) Enterprise; JSTO experience an additional benefit. * Knowledge of U.S. Food and Drug Administration regulations and processes, including the "Animal Rule." * Knowledge of DoD acquisition policies.
