Construction Operations Manager

Lawton, OK


We are seeking an experienced Construction Operations Manager to oversee federal construction projects from pre-construction through project closeout. This leadership role is responsible for managing estimating operations, supporting project execution, mentoring staff, maintaining government relationships, and ensuring projects are completed safely, on schedule, within budget, and in compliance with contract requirements. 

Key Responsibilities 

Pre-Construction & Estimating 

• Lead and oversee the estimating team from receipt of Requests for Proposal (RFPs) through bid submission. 

• Ensure all bid requirements are met and project scopes are thoroughly reviewed to eliminate errors prior to submission. 

• Participate in contract negotiations with government agencies. 

• Review awarded contracts and identify any required corrections or clarifications with the government. 

• Conduct detailed reviews of all contract documents to ensure complete understanding of project requirements. 

Project Startup & Execution 

• Assign and staff projects with qualified personnel upon contract award. 

• Collaborate with project teams to develop and implement project strategies aligned with contract requirements. 

• Ensure readiness for kickoff meetings and compliance with all Notice to Proceed (NTP) requirements. 

• Verify timely submission and approval of safety plans, quality control plans, schedules, schedules of values, and personnel requirements. 

• Ensure all project submittals are submitted for approval within 30 days of contract award. 

Project Oversight & Management 

• Support Project Managers and Superintendents with project planning, scheduling, reporting, and execution. 

• Monitor project progress to ensure compliance with contract specifications, schedules, and quality standards. 

• Conduct monthly project review meetings to evaluate progress, financial performance, schedules, and Work-in-Progress (WIP) reports. 

• Identify and resolve project issues, including unforeseen site conditions, contract modifications, delays, requests for equitable adjustment (REAs), and subcontractor performance concerns.

• Provide leadership and guidance to project teams in managing subcontractor relationships and project challenges. 

Business Development & Leadership 

• Assist in developing and maintaining strong relationships with government agencies to support future business opportunities. 

• Recruit, hire, train, and mentor operations personnel. 

• Develop team members in project management, estimating, and construction operations. 

• Communicate project status, risks, and opportunities to executive leadership. 

• Foster a culture of accountability, collaboration, and continuous improvement. 


Requirements

• Minimum of 10 years of federal construction experience managing projects of similar size and complexity. 

• Strong knowledge of federal contracting procedures and regulations, including the Federal Acquisition Regulation (FAR). 

• Experience managing contract claims, change orders, delays, and Requests for Equitable Adjustment (REAs). 

• Proven leadership experience managing project teams, estimators, Project Managers, and Superintendents. 

• Strong communication, organizational, and analytical skills. 

• Experience with construction management and reporting systems, including monthly WIP reporting and financial reviews. 

• Ability to effectively collaborate with accounting and finance departments. 

• Demonstrated ability to recruit, hire, and develop operations personnel. 

• Ability to make sound decisions and adapt to changing project and company needs. 

• Strong multitasking, problem-solving, and strategic planning abilities. 

Preferred 

• Bachelor's degree in Construction Management, Engineering, Business, or a related field.
