Job description

Description IMPORTANT: SR-15 (Appointment may be made at any rate within the salary range from $4,221, SR-15C to $4,388, SR-15D, per month at which appropriate qualified employees can be verified.) Reviews subdivision construction plans, work to perform on county highways permit plans and applications, grading permit plans and applications, and drainage reports for accuracy, completeness, and conformance with ordinances, standards and policies; obtains and compiles comments from other governmental agencies for final review by civil engineers; and performs other related duties as required. Distinguishing Characteristics: This class differs from the class Subdivision Clerk in that the Engineering Construction Clerk reviews subdivision construction plans, work to perform on county highways permit plans and applications, grading permit plans and applications, and drainage reports for conformance to subdivision and grading ordinances; whereas the Subdivision Clerk is responsible for the review, coordination, and processing of subdivision maps and documents for conformance to subdivision ordinances. Receives and reviews subdivision construction plans, work to perform on county highways permit plans and applications, grading permit plans and applications, and drainage reports for accuracy, completeness, and conformance with ordinances, standards, and policies; Obtains and compiles comments from other governmental agencies for final review by civil engineer; Assigns county wide addresses for new subdivisions and existing lots, inputs addressing and GPS data into KIVA's county wide database and into the Arcview GIS program, generates addressing maps, and coordinates distribution of data to and from other agencies; Advises the public on construction plan processing, permit applications, indemnification and bonding requirements, the community beautification, grading, and drainage ordinances, and receives complaints for investigation by the civil engineer; Reviews driveway permit applications, sight distance reports, and plans for compliance with county standards for the approval signature of the engineer; Maintains subdivision construction plans, grading permit plans and applications, work to perform on highways permit plans and applications, and driveway permit files, and tracks completion and warranty periods for return of surety bonds; Coordinates with the Department of Land and Natural Resources, State Historic Preservation Division archeologist to ensure compliance with state laws for the protection of historic properties and burial sites; Computes and receives subdivision construction plan and permit application fees, bond and insurance documents, and makes deposits; Obtains data from computer files and other sources and develops reports as requested by the civil engineer; Provides educational support to other division employees on inputting data and generating reports from the KIVA computerized permit system. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from high school with courses in mathematics and two years of work experience involving subdivision, zoning, and grading plans, and ordinances.

Knowledge of: laws, ordinances, and rules pertaining to subdivision and grading of land; subdivision planning, zoning, and grading terminologies; map reading; mathematics and simple drafting; and office practices and procedures. Ability to: understand, interpret and explain laws, ordinances and rules pertaining to subdivision, zoning and grading; read and understand subdivision and grading plans and maps; prepare reports and correspondence; deal tactfully and effectively with others; and use a computer. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
