Job description

Job Summary and Essential Functions This position typically provides performance of administrative, supervisory and educational work in the planning, development and implementation in support of the operations of the Solid Waste Department. ESSENTIAL JOB FUNCTIONS: Promotes recycling through various educational programs and presentations. Attends meetings, recruits and supervises volunteers, creates activities and oversees all business and community events, including festivals, Beach Sweep/River Sweep, the Francis Marion National Forest Cleanup, the Annual Adopt-A-Highway Luncheon, parades, fairs and community organizations to promote recycling.

Develops and implements recycling outreach programs and materials. Provides information and education on waste education and recycling to schools, citizens, agencies, business, industry and other groups. Conducts classroom presentations, speaks before audiences and responds to inquiries about recycling and other waste reduction programs.

Writes, coordinates and develops DES grants, public services announcements, quarterly and annual reports, brochures, advertisements, presentations and other related County publications for internal and external use. Assists in researching availability of grants and other funding sources for recycle and waste reduction projects. Interacts and communicates with various groups and individuals both internal and external customers such as school children, social and services groups, governmental entities and the general public.

Assist the Solid Waste Administrator as needed. Monitors South Carolina Solid Waste legislation and develops programs to comply with requirements. Prepares and submits requested annual budget for the Recycling Program and Litter Abatement programs.

Supervises the schedule and training of the Solid Waste Student Intern. Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc. Comanages department contracts.

Serves as Adopt-A-Highway Volunteer Coordinator for Berkeley County responsible for sending out contract renewals and recruiting as well as reporting on pickups. Serves as Coordinator of Keep Berkeley Beautiful (KBB) (affiliate of Keep America Beautiful) and manages and acts as a liaison between Berkeley County and KBB by maintaining a volunteer board that meets on a regular basis. Implements the community KBB advisory board to create and implement litter free events, perform the litter index study and stay in compliance with the National Keep America Beautiful and Keep South Carolina Beautiful/PalmettoPride.

Receives and/or reviews various records and reports such as grants/educational opportunities, directives from Board members, requests from organizations and litter statistics. Manages KBB financial records and grants. Performs other duties as assigned.

Minimum Requirements to Perform Work Associate degree in Marketing, Business, Environmental Science or a related field; Two (2) years of coordinating experience; Or equivalent education, and/or experience. Must have and maintain a valid driver's license for South Carolina with safe driving record; Special Requirements: Must have or be able to obtain a South Carolina Recycling Professional though the DES program certification within six (6) months of employment; Departmental testing may be administered during interview; A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file. Knowledge, Skills and Abilities: Knowledge of iPads and digital cameras is preferred.

Knowledge of modern techniques and methods used in the development and operation of materials recycling and waste reduction programs. Knowledge of federal, state and local laws, rules, regulations and ordinances regarding solid waste disposal and materials recycling. Knowledge of public speaking and making presentations.

Skill in using personal computers, Word, Excel and PowerPoint. Ability to exercise tact and courtesy in dealing with business and industry officials and the general public. Ability to exercise independent judgment and initiative in monitoring existing recycling efforts and develop enhancements as necessary.

Ability to accept payments and manage grant funds. Ability to manage inventory and property. Ability to make budget recommendations and manage the budget.

Physical Demands This position requires the employee to sit and stand; use hands to handle or operate objects; reach with hands and arms; use mental acuity; and walk, talk and hear. The employee must occasionally lift and/or move up to forty (40) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions The work is regularly performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Thirty-seven and one half (37.5) hours per week. Normal working hours are between Monday through Friday from 8:00am until 4:00pm with the ability to work after hours when necessary

Scheduled hours/days, job location, duties and any other information contained herein is subject to change. Must be able to attend evening County Council and other group meetings as needed. May be required to work extra hours and to perform extra or different duties during emergency situations.
