JUNIOR CIVIL ENGINEER, GRADE 3
DEPARTMENT OF PUBLIC WORKS
CITY OF WORCESTER
The City of Worcester is seeking qualified applicants for the position of Junior Civil Engineer, Grade 3 for the Engineering Division within the Department of Public Works. Under the general direction of the Assistant Director of Engineering, the position is responsible for technical and entry-level civil engineering work related to the investigation, design, construction, and/or maintenance of engineering projects. The individual in this role will be responsible for ensuring private utility projects are successful and public infrastructure remains in functioning order. Daily responsibilities of this position include reviewing plans and permit applications for electric, gas, and data installations, conducting pre-construction site review, and performing oversight during construction. This position requires a high level of coordination with both internal stakeholders, such as Water Operations and Sewer Operations Divisions, as well as numerous external stakeholders, most notably the private energy and data suppliers in the City. The Junior Civil Engineer, Gr 3 will also be responsible for inspecting roadway and sidewalk restorations for conformance with City construction standards.

ESSENTIAL TASKS:
  • Review permit and development applications for completeness, technical accuracy, constructability, public safety, infrastructure, accessibility, utility conflicts, drainage, restoration, and compliance with City standards
  • Prepare clear written review comments, approval recommendations, permit conditions, restoration requirements, inspection and documentation requirements, and requests for information
  • Conduct site visits to verify existing conditions, evaluate access and public impacts, identify conflicts, and confirm compliance with approved plans and permit conditions
  • Evaluate proposed deviations and field changes and prepare recommendations for alternatives
  • Maintain accurate electronic and paper records, review comments, approvals, plans, photographs, correspondence, fees, securities, inspection results, and closeout documentation
  • Research records to provide accurate information to applicants, utility companies, contractors, and consultants
  • Perform related work as required

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of civil engineering and construction principles applicable to public rights-of-way, utilities, drainage, access, restoration, and site development
  • Knowledge of municipal permitting, plan-review procedures, standard specifications, accessibility requirements, traffic-control practices, and public works construction
  • Ability to read and evaluate plans, profiles, calculations, surveys, utility records, traffic control plans, and technical reports
  • Ability to identify utility conflicts, public impacts, develop clear review comments, and apply standards consistently and accurately
  • Ability to explain technical and procedural requirements to applicants, contractors, residents, staff, and public officials
  • Ability to use Microsoft office Suite
  • Ability to learn how to use GIS and AutoCAD
  • Regular onsite attendance is required

MINIMUM REQUIREMENTS:
  • Bachelor's Degree in Civil Engineering, Environmental Engineering, or Construction Management OR;
    • An equivalent combination of education, training and five (5) years of engineering project experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirements
  • Experience in engineering and construction management for horizontal construction and utility projects
  • Experience performing engineering computations and engineering design
  • Experience performing inspection of public infrastructure and roadways
  • Excellent written and verbal communications skills
  • Valid Driver's License

PREFERRED QUALIFICATIONS:
  • Two (2) years of civil engineering work for public roadways and/or utilities
  • Two (2) years of experience/skill with GIS
  • Two (2) years of experience in AutoCAD Civil 3D
  • Two (2) years of experience working with construction materials
  • Current EIT certification

SALARY RANGE: $33.41 - $40.71 hourly, full-time, with an excellent benefits package.
