Job description

TOTH is seeking a Civil Engineer III/IV to join our Civil Engineering Department. This position is responsible for the planning, design, coordination, and execution of a variety of civil engineering projects, including but not limited to site development, stormwater management, wastewater systems, potable water systems, and transportation improvements.

The Civil Engineer III/IV serves as a senior technical resource within the department, managing increasingly complex projects while supporting project managers, mentoring junior staff, and maintaining strong client relationships. This role requires a high degree of independent judgment, technical expertise, and project coordination experience. While not a formal people-management position, the Civil Engineer III/IV may provide technical guidance, mentorship, and oversight to less experienced team members.

Essential Duties and Responsibilities:

  • Lead the design and execution of civil engineering projects from conceptual planning through construction administration.
  • Prepare and review site plans, grading plans, utility plans, stormwater plans, roadway plans, and related construction documents.
  • Perform engineering calculations, technical analyses, and design evaluations.
  • Coordinate project activities with internal teams, clients, contractors, consultants, and regulatory agencies.
  • Prepare and review technical reports, cost estimates, specifications, permit applications, and bid documents.
  • Ensure project deliverables meet applicable codes, regulations, and company quality standards.
  • Assist with project planning, scheduling, budgeting, and resource coordination.
  • Monitor project progress and identify potential challenges or risks.
  • Provide recommendations and solutions to engineering and construction-related issues.
  • Support construction administration activities, including site visits, observations, and responses to contractor inquiries.
  • Serve as a technical resource and mentor to Civil Engineer I and II staff.
  • Review work products prepared by junior team members for accuracy and completeness.
  • Develop and maintain positive client relationships and support business development efforts.
  • Represent the firm professionally in meetings, presentations, and project discussions.
  • Travel to project sites as required.
  • Bachelor's degree in civil engineering from an accredited university.
  • 3-8 years of related civil engineering experience.
  • EIT certification required.
  • Professional Engineer (PE) license preferred or ability to obtain within a reasonable timeframe.
  • Experience managing civil engineering projects or significant project tasks with limited supervision.
  • Experience in an engineering consulting environment preferred.
  • Strong understanding of local, state, and federal permitting and regulatory requirements.
  • Proficiency with AutoCAD Civil 3D and common civil engineering design software.
  • Demonstrated ability to coordinate projects from conceptual design through construction.
  • Strong technical, analytical, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to manage multiple projects and priorities simultaneously.
  • Ability to work independently while collaborating effectively within a team environment.

Preferred Qualifications:

  • Professional Engineer (PE) license.
  • Experience mentoring or providing technical guidance to junior staff.
  • Experience coordinating multidisciplinary project teams.
  • Experience with project budgeting, scheduling, and client communications.
  • Demonstrated success managing project tasks and maintaining client relationships.
