Senior COBOL Developer / Team Lead

Location: South Carolina
Employment Type: Contract
About the Project

The South Carolina Department of Motor Vehicles (SCDMV) is seeking a Senior Programmer / Team Lead to support the Phoenix core DMV business system. The system supports critical driver and vehicle services and uses COBOL as the backend with .NET as the user interface.

Position Overview

The Senior COBOL Programmer / Team Lead will be responsible for application development, maintenance, production support, system analysis, and technical leadership. The role requires strong COBOL experience, Oracle SQL expertise, and the ability to work directly with business users and development teams.

Key Responsibilities

  • Analyze the Phoenix system and assigned development tickets.

  • Lead technical analysis and recommend solutions.

  • Work with business teams to develop business and technical specifications.

  • Code, test, and deploy system modifications.

  • Provide Level 3 production support.

  • Ensure solutions meet documented business requirements.

  • Communicate regularly with development management and business analysts.

  • Lead technical development activities and mentor team members.

  • Support mission-critical client-server applications.

Required Qualifications

  • 10+ years of experience with Visual and/or Micro Focus COBOL.

  • 1+ year of experience with Visual COBOL V9.

  • 10+ years of experience in system analysis, design, coding, testing, debugging, and implementation.

  • 10+ years of experience developing and maintaining mission-critical Windows client-server applications.

  • 10+ years of experience leading technical software development teams.

  • 10+ years of experience with COBOL applications using Oracle SQL.

  • 10+ years of Level 3 production support experience.

  • 10+ years of experience working directly with business units on business and technical specifications.

  • Strong communication and leadership skills.

Preferred Qualifications

  • Oracle 19+ SQL experience.

  • Microsoft Visual Studio .NET / C# experience.

  • Government agency experience.

  • Visual COBOL technical certification.

  • Experience mentoring junior technical staff.

Education

Bachelor’s degree in Computer Science or a closely related discipline preferred, with 10 years of relevant experience.
