Job description

  • Serves as a Joint Training System (JTS) Specialist at the USCYBERCOM Training and Exercise Division. Duties include planning, development, management, and execution of the annual CYBERCOM Joint Training Plan with a focus on Joint Training Tool (JTT) administration.
  • Develops, coordinates and manages execution of the CYBERCOM Joint Training Plan (JTP). Coordinates and incorporates applicable CYBERCOM training requirements, and directed continuity training requirements into CYBERCOM joint training, works with the staffs of the combatant commands to manage agency-wide exercise force requests, and manage lessons learned.
  • Supports focused JTP exercise planning and execution to ensure proficiency of collective staff tasks, and conducts assessments to determine METL proficiency, identify strengths and weaknesses, review issues and lessons learned and recommends refinement to the JTP.
  • Represents CYBERCOM and attends appropriate joint training and exercise meetings and conferences involving USG Interagency and DoW planners to develop and coordinate Joint Training to include scenario elements, exercise control architectures, information management procedures, and assessment plans in order to achieve CYBERCOM training objectives.
  • Plans, coordinates, executes and assesses CYBERCOM JTP events to ensure proficiency to execute collective staff tasks.
  • Plans, coordinates and publishes after action reports for JTP events to include recommended corrective actions and an office of primary responsibility, applicable offices of coordinating responsibility, and subject matter experts to resolve issues.
  • Utilizes Joint Training Tool (JTT) and Joint Lessons Learned Information System (JLLIS) to implement best practices and correcting deficiencies revealed in lessons learned from exercises and events in which the agency participates.
  • Demonstrates mastery knowledge of key CJCS Joint Training Systems to include but not limited to the JTT. Provides expert training, direction and advice to training officers, exercise planners, and trusted agents for these systems.
  • Supports taskings for CJCS doctrine revisions. Provides technical reviews of Joint Staff manuals, instructions, and directives as they relate to training and doctrine processes and procedures.

QUALIFICATIONS
  • Knowledge of the Department of War (DoW) Defense Readiness Reporting System (DRRS) to include the Joint Mission Essential Task List (JMETL) development processes, the Universal Joint Task List (UJTL), and the Chairman of the Joint Chiefs of Staff (CJCS) Joint Doctrine System.
  • Knowledge of the Joint Training Tool (JTT) and Joint Lessons Learned Information System (JLLIS) to implement exercise resourcing and management, identifying best practices, and correcting deficiencies revealed from exercises and events in which the agency participates.
  • Knowledge of US national strategy to include CCMD plans, programs, intelligence, doctrine, policy and USG actors to include OSW, Joint Staff, CCMDs, Military Services and the Service components of CCMDs, and Defense/Combat Support Agencies.
  • Must possess excellent oral and written communication skills to prepare and present major staff studies, fact sheets, and executive-level decision briefs, as well as to articulate and negotiate complex issues with senior leadership and external partners.
  • Ability to develop and provide training, consultation, and ongoing assistance to personnel at all levels on the Joint Training Tool, exercise management, JMETL development, and the use of associated reporting systems.
