Greenville Together: A Home for All is a coordinated, community-wide initiative—backed by United Way of Greenville County—committed to functionally ending homelessness in Greenville. Our goal is to prevent homelessness whenever possible, and when it does occur, ensure it is rare, brief, and non-recurring through a comprehensive, systems-level response.


Position Title: Housing Navigation Program Manager
Reports To: Director of Greenville Together

Position Summary

The Housing Navigation Program Manager provides strategic leadership for Greenville Together’s housing navigation system. This role is responsible for designing and managing the housing navigation strategy, supervising housing navigation staff, expanding housing supply partnerships, and leading the development of a shared technology-based housing inventory infrastructure across the homelessness response ecosystem.

This position operates at both the system and program level—ensuring housing supply aligns with community demand while strengthening landlord engagement, data infrastructure, and cross-sector coordination.

Key Responsibilities

  • Lead Greenville Together’s housing navigation strategy in alignment with overall initiative goals.

  • Supervise and lead Housing Navigator(s), establishing clear expectations, workflow systems, and accountability structures.

  • Build and maintain high-level relationships with landlords, property managers, developers, housing authorities, and housing providers.

  • Lead housing supply expansion efforts, including recruitment and retention strategies.

  • Convene and facilitate a Housing Advisory Committee on a regular basis to strengthen partnerships and address system-level barriers.

  • Design and oversee a centralized housing inventory and tracking system to be used across the homelessness ecosystem.

  • Monitor housing pipeline performance, including placement timelines, unit utilization, and retention trends.

  • Identify system bottlenecks and implement process improvements to accelerate housing placements.

  • Ensure accurate data collection, reporting, and dashboard development for leadership, funders, and partners.

  • Align housing navigation efforts with outreach, shelter, shelter-to-home, and street-to-home programming.

  • Provide regular performance updates to the Director and Steering Committee as requested.

Qualifications

  • 5+ years of progressive experience in housing navigation, housing program management, landlord engagement, affordable housing development, or homelessness response systems.

  • Bachelor’s degree preferred in public administration, urban planning, social work, business administration, nonprofit management, or a related field.

  • At least 2 years of supervisory or team leadership experience.

  • Demonstrated experience building and sustaining landlord or housing provider partnerships.

  • Experience managing or implementing housing data systems, centralized housing pipelines, or shared inventory infrastructure strongly preferred.

  • Strong strategic planning, systems design, and performance management capabilities.

  • Ability to operate effectively in a complex, fast-paced, and evolving environment
