Job description

WHO YOU ARE: 
Seeking an IT professional who possesses the skill to develop and test accessible Java applications. Demonstrated problem solving, critical thinking and analytical skills. Must have the ability to communicate in a professional, customer-focused manner.


WHAT YOU WILL DO: 
The Programmer IV-V performs advanced to highly advanced (senior-level) computer programming work. Work involves overseeing programming projects, analyzing proposed applications and designing software solutions. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Maintain a dependable work schedule and be available for occasional or regular work outside of standard business hours to ensure operational continuity and timely completion of critical tasks.


YOU WILL BE TRUSTED TO: 
-Perform senior-level automated systems development work in support of Application Solutions software systems. 
-Perform or may oversee software development activities during all phases of the system development lifecycle (SDLC): design, code, test, implement, and maintain. 
-Diagnose problems with automated applications and takes corrective action. Writes specifications for developing or correcting software for handling highly complex policies / procedures to improve system performance and / or accuracy. 
-Develop and test SQL Stored procedures and Java Applications that meet design specifications, including accessibility and usability requirements. 
-Provide prompt and accurate feedback when issues arise. 
-Document and track requests for support, solutions and share knowledge base. 
-Prioritize and manage multiple support request at one time and follow up to ensure systems are fully functional after troubleshooting. 
-May serve as backup to the manager and other team members. 
-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and SOPs that govern TWC IT. 
-Contribute to teamwork and communicate effectively. 
-Perform other duties as assigned.  


YOU ARE A GREAT FIT WITH: 
-Bachelor's degree in computer science, computer information systems, management information systems or related field and two years of experience as a developer or six years of experience as a developer. 
-Knowledge of the Software Development Life Cycle (SDLC) principles, practices and techniques of application programming and software design. 
-Recent experience with Java. 
-Recent experience with Web Development. 
-Recent experience with JSP/HTML/CSS/JQuery/Bootstrap. 
-Recent experience in Angular. 
-Recent experience with Spring Suite (Spring Core, Spring IOC, Spring Batch, etc). 
-Recent experience using SQL (Structured Query Language). 
-Recent experience developing and maintaining stored procedures, T-SQL, PL-SQL, etc. 
-Recent experience Optimizing Database queries. 
-Recent experience with JPA and ORM technologies (Hibernate, MyBatis, etc). 
-Recent experience in AWS Cloud technologies including but not limited to Cloudwatch, EC2, S3, Lambda, and Serverless applications. 
-Recent experience with Docker. 
-Recent experience with Batch Processing. 
-Experience with building Accessible web Applications. 
-Experience with Micro-focus Octane. 
-Ability to accurately test software applications use a data driven development approach. 
-Ability to effectively communicate. 
-Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer software systems. 
-Strong written and verbal communication skills to serve as a technical consultant to peers, clearly and accurately document relevant issues, and prepare accurate, concise, reliable reports. 
-Knowledge of Texas Workforce Commission programs.


YOU QUALIFY WITH:
-Programmer IV: Four years of full-time experience in data processing, computer science, computer programming, systems analysis, and/or related field.  One year of full-time in-service TWC experience classified as a Programmer III or Systems Analyst III with regular status will satisfy the minimum qualifications. 
-Programmer V: Five years of full-time experience in data processing, computer science, computer programming, systems analysis, and/or related field.  One year of full-time in-service TWC experience classified as a Programmer IV or Systems Analyst IV with regular status will satisfy the minimum qualifications.
-Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.
