This position is being posted for a potential government contract opportunity. Employment and compensation are contingent upon contract award. The pay range listed represents a good-faith estimate, in accordance with California pay transparency requirements, and may vary depending on the final contract terms, the candidate's experience, education, and other job-related factors.
Job Overview:
The Application Developer Senior Lead serves as the lead of the DevOps Application Development/Sustainment Center of Operations, providing overall leadership for all application development and sustainment activities within DLIFLC. This position ensures timely delivery of software solutions, adherence to best DevOps practices, Agile methodology, SDLC, and release management. The Senior Lead is responsible for planning, installation, maintenance (including after-hours and emergency support), troubleshooting, and management of all application development servers and applications.
Essential Duties & Responsibilities:
  • Lead, mentor, and manage the application development team.
  • Oversee all application development, sustainment, and release management activities.
  • Coordinate with IT, cybersecurity, and data center teams to ensure seamless integration and operations.
  • Provide overall leadership for application development and sustainment, ensuring timely delivery and quality of software solutions.
  • Implement and enforce best practices in DevOps, Agile methodology, SDLC, and release management.
  • Plan, install, maintain, and troubleshoot all application development servers and applications, including after-hours and emergency support as required.
  • Lead the design, development, testing, deployment, and maintenance of web, mobile, and enterprise applications.
  • Oversee the use of DevOps tools and methodologies, including GitLab, CI/CD pipelines, and automated testing.
  • Ensure applications are secure, scalable, and compliant with DoD, Army, and DLIFLC standards.
  • Collaborate with stakeholders to gather requirements, define project objectives, and track progress.
  • Provide technical guidance and support to application developers and junior staff.
  • Maintain and update documentation for application architecture, design, deployment, and operations.
  • Support cloud integration and hybrid environments (Amazon, Microsoft, Google cloud services).
  • Ensure operational support for large, highly scalable applications.

Competencies:
  • Advanced knowledge of application development, DevOps, Agile methodologies, and SDLC.
  • Expertise in .NET, JAVA, SQL, MySQL, VDX, IIS, HTML5, Linux, Tomcat, Apache, SharePoint, iOS Development/Sustainment, PhP, and WordPress.
  • Experience with DevOps tools (GitLab, CI/CD), cloud services (Amazon, Microsoft, Google), and release management.

Requirements
Minimum Requirements/Education:
  • BA/BS from an accredited college or university with a minimum of 5+ years of experience, or AA/AS with 7+ years of experience.
  • Any one of the following: IAT Level II (CySA+, Security+, CND, or SSCP) Certification and CE/OS Certification.
  • 7 years of progressive experience as an Application Developer in .NET.
  • Experience leading teams.
  • Experience with DevOps methodologies, GitLab, and Agile methodologies.
  • Relevant experience with Amazon, Microsoft, or Google cloud services.
  • Required skills include .NET, JAVA, SQL, MySQL, VDX, IIS, HTML5, Linux, Tomcat, Apache, SharePoint, iOS Development/Sustainment, PhP, and WordPress.

Security Requirement :
  • Active Secret Clearence

Location/Travel Requirements:
Based in Monterey, CA (Presidio of Monterey) with travel to additional sites including HI, AZ, CA, VA, and other CONUS/OCONUS locations as outlined in the PWS.
