The Position
The Information Technology Officer plans, organizes, and oversees the daily operations of the Technology Division while providing strategic leadership for the City's technology infrastructure, systems, and services. This position manages enterprise IT operations, leads technology initiatives, and ensures that technology solutions align with organizational goals and service delivery.
The Information Technology Officer will:
  • Direct the daily operations of the Technology Division, including staff supervision, customer support, and budget administration.
  • Manage and support enterprise hardware, software, Windows networking, and Microsoft 365/Azure environments.
  • Plan, procure, implement, and maintain information technology systems and infrastructure.
  • Develop and implement IT strategic plans, policies, goals, and operational objectives aligned with City priorities.
  • Lead technology modernization projects, including virtualization, cloud migration, network enhancements, and backup and disaster recovery solutions.
  • Conduct systems analysis, application support, and occasional software development and programming activities.
  • Prepare technical reports, recommendations, and presentations for executive leadership and elected and appointed officials.
  • Build collaborative relationships with departments, vendors, and stakeholders to deliver innovative, secure, and reliable technology services.

Some exciting short-term projects the Information Technology Officer will work on include: completion of the Finance/ERM system upgrade; badge access system updates and enhancements; land management software implementation; and new phone system deployment. Some of the long-term projects include: implementation of a compliant backup solution; the development of IT policies and strategic planning; and cloud migration of public and private file shares.
Work hours are generally Monday through Thursday (38-hour work week) between 7:00 a.m. and 5:30 p.m. The Information Technology Officer will attend City Council meetings in the evenings and other evening/weekend meetings or special events as required.

Education:
Bachelor's Degree from an accredited college or university in computer science, information systems management, or a closely related field.
License or Certificate:
A valid California driver's license and good driving record are required.

ADMINISTRATIVE SERVICES DEPARTMENT:
The Administrative Services Department is comprised of the City Manager's Office, City Clerk's Office, Community Information, Human Resources, and Information Technology Services.
The Administrative Services Department is responsible for the day-to-day operations of City government and implements the City Council policy direction. Furthermore, the Administrative Services Department is responsible for providing overall project supervision and promoting organizational stability through financial and human resources management.
The Technology Division manages the computer, telephone, and digital systems of the City. The Division's primary functions include hardware and software selection, procurement, installation, operation, and maintenance. The Technology Division has 5.5 full-time employees.
