Position Overview

We are seeking an experienced Procurement Analyst 2 specializing in IT procurement, Software, and SaaS Management . This position is responsible for procuring technology products and services in the best interest of the organization while supporting cost efficiency, compliance, vendor performance, and business requirements.

The Procurement Analyst will manage software acquisitions, contract renewals, licensing, vendor evaluations, sourcing activities, and negotiations. The successful candidate will work closely with IT, Legal, Finance, InfoSec, and business stakeholders throughout the procurement lifecycle.

Key Responsibilities
  • Manage end-to-end procurement of IT products and services , with a strong focus on Software and SaaS .
  • Lead software acquisitions, contract renewals, and license optimization initiatives.
  • Prepare, coordinate, and evaluate RFQs, RFPs, and RFIs .
  • Research and evaluate suppliers, products, services, pricing, and contractual options.
  • Develop recommendations for supplier selection based on research, cost, capabilities, risk, and business requirements.
  • Support and participate in vendor and contract negotiations .
  • Partner with IT, Legal, Finance, InfoSec, and business teams throughout sourcing and procurement activities.
  • Review technology contracts and vendor proposals to support cost-effective purchasing decisions.
  • Support procurement activities involving:
    • Software and SaaS
    • Hardware, desktops, and data center technologies
    • Cloud infrastructure
    • Telecommunications
    • IT implementation services
    • Advisory and managed services
    • Emerging technologies
  • Apply applicable procurement policies, procedures, financial principles, and regulations.
  • Independently manage assigned procurement projects under general supervision.
  • Clearly communicate procurement policies, practices, findings, and recommendations to stakeholders.
Preferred Qualifications
  • Strong professional experience in IT procurement, strategic sourcing, or technology vendor management .
  • Significant experience procuring and managing Software and SaaS agreements .
  • Hands-on experience with RFP, RFQ, and RFI processes.
  • Experience with software licensing, contract renewals, and license optimization.
  • Strong vendor research, evaluation, and supplier-selection skills.
  • Demonstrated experience supporting or leading contract and pricing negotiations .
  • Knowledge of IT products, cloud services, hardware, telecommunications, and professional/managed services.
  • Strong analytical, research, project management, and communication skills.
  • Ability to work independently while collaborating across multiple business functions.
  • Public-sector or government procurement experience is highly desirable.
Work Arrangement
  • Hybrid – Phoenix, AZ
  • Initial 3–4 weeks of training will be onsite .
  • Following training, the position is expected to be remote 4 days per week , with onsite attendance as required.
  • Local candidates only.
