Job description

Opportunity Summary:

General Dynamics, the world’s foremost designer and builder of nuclear submarines, is seeking a Program Representative – IT Project Manager to join the organization within the Information Technology (EBIT) Department. As Electric Boat’s work throughput increases, it becomes increasingly imperative that EBIT works on the right projects, at the right time, and according to schedule and budget, in order to support our growing business needs. In support of this goal, the EBIT department has established the EBIT Project Management Office (PMO) that is responsible for the management of projects across all of EBIT.

Responsibilities of the EBIT PMO team include:

  • Project Execution – Leading project team resources to complete project deliverables, on time and within budget
  • Project Intake and Planning - Evaluating project requests, categorizing projects, prioritizing projects, balancing the project portfolio, selecting the projects to fund, determine funding strategy, and authorizing selected projects.
  • Project Management Processes – Ensuring best practices are documented and adopted
  • Performance Monitoring – Status reporting, regular project progress updates, as well as monitoring and analysis of project metrics and artifacts
  • Program Management for major IT programs.
  • Portfolio Management for all projects, aligned with business strategy and objectives
  • Business Relationship Management

Position Summary:

The EBIT PMO is looking for a highly motivated individual to join the team. The successful candidate must be able to work well in a team setting, effectively communicate, and be willing to drive project, program, and/or portfolio performance.

Responsibilities of the IT Project Manager include: 

  • Scope Definition: Works with the IT Project Team to determine the project’s goals and deliverables, ensuring they meet stakeholder expectations.
  • Team Leadership: Serves as the communication hub between project team members (internal and external to EBIT) to ensure resources are aligned.
  • Project/Program/Portfolio Planning: Develops detailed project scopes, timelines, resource plans, and budgets within the IT project, program, or portfolio.
  • Project Execution & Technical Oversight: Leads project / program team resources to complete deliverables, on time and within budget.  Utilizes software development and/or IT hardware (networking, server, etc.) technical knowledge and experience to manage software and hardware deployments.  Works closely with IT technical staff to ensure feasibility and smooth integration of systems and/or applications.
  • Reporting:  Tracks key performance metrics and regularly reports project/program/ portfolio status, risks, and milestones to various audiences.
  • Collaboration with Technical/Engineering Teams: Serves as a liaison between technical stakeholders (for projects with technical customers) and IT technical staff to ensure both groups remain aligned throughout the project lifecycle.
  • Risk Assessment and Mitigation: Anticipates technical challenges (task dependencies, pre-requisite steps, schedule constraints, system and partner resource availability, etc.) and develops contingency plans.

Required:

  • Bachelor of Science in a Technical Field, e.g. Computer Science, IT, or Engineering
  • 5+ years IT Project Management Experience, i.e. leading multiple concurrent projects, developing and maintaining task plans, resource plans and schedules, creating and providing status updates to management, maintaining accurate project data, and ensuring successful project deliverables

Preferred: 

  • Prior IT Roles with Software Development, Cloud Computing, Data Management, Networking, or Server Administration responsibilities
  • Previous experience supporting EB Team Center NX Application

  • Ability to communicate effectively with technical teams, utilizing relevant experience
  • Must be able to troubleshoot technical issues while managing project schedule and deliverables
  • Must have strong communication skills to effectively engage technical staff and non-technical stakeholders, and ensure project deliverables meet objectives
