Job description

Are you a strategic IT leader with a passion for technology operations, cybersecurity, infrastructure, and customer service excellence?

Strathcona County is seeking an experienced and collaborative leader to join Information Technology Services (ITS) as the Manager, IT Support, Operations and Security. Reporting to the Director, Information Technology Services, this role provides leadership and oversight for the County's core technology infrastructure, service desk and customer support functions, IT operations, security programs, and facility technology services.

As a key member of the ITS leadership team, you will help shape technology strategy, guide critical technology investments, ensure operational resilience, and lead a multidisciplinary team responsible for delivering secure, reliable, and high-performing technology services that support County operations and services to residents.

Key Responsibilities:

  • Provide strategic leadership and direction for IT support, operations, security, and infrastructure services across the organization
  • Develop and implement branch strategies, business plans, priorities, and performance measures aligned with corporate and departmental objectives
  • Foster a culture of innovation, continuous improvement, accountability, and customer-focused service delivery including providing outstanding VIP support services
  • Act as a trusted advisor to senior leadership regarding technology opportunities, risks, and investment decisions
  • Lead and mentor a diverse team of technical professionals and leaders while supporting employee development and succession planning
  • Oversee the delivery and performance of critical technology infrastructure, including networks, servers, cloud services, telecommunications, and enterprise systems
  • Ensure the availability, reliability, scalability, and performance of technology services supporting County operations
  • Lead operational planning and service management processes to maintain business continuity and operational resilience
  • Establish service standards, monitor performance metrics, and drive process improvements to enhance service delivery
  • Provide leadership and oversight for cybersecurity programs, services, and initiatives
  • Identify, assess, and mitigate information technology risks to protect County assets, systems, and information
  • Ensure security controls, monitoring practices, and incident response capabilities remain effective and responsive to emerging threats
  • Support compliance with applicable regulatory, legislative, and corporate security requirements
  • Develop and manage branch operating and capital budgets
  • Optimize resources and technology investments while balancing operational requirements and organizational priorities
  • Oversee vendor relationships, contracts, and procurement activities related to technology services
  • Ensure effective stewardship of County resources through sound financial and operational ย 
  • Build and maintain strong partnerships with internal departments, external vendors, and regional partners
  • Collaborate across ITS branches to support enterprise technology initiatives and provide underlying infrastructure services to all technology initiatives for a diverse client base

Qualificationsand Skills:

  • Degree in Computing Science, Information Technology, Information Systems, Business Technology Management, or a related discipline ย 
  • Minimum of 10 years of progressively responsible experience in technology operations, infrastructure, security, or support services, including at least 5 years in a leadership role managing technical teams, supervisors, or complex operational function
  • Demonstrated experience leading enterprise infrastructure, service management, and cybersecurity programs ย 
  • Experience in municipal government, public sector, or other complex service delivery environments ย 
  • Professional certifications such as CISSP, CISM, ITIL, PMP, CGEIT, or related credentials are considered assets
  • Strong understanding of modern IT infrastructure, cloud technologies, cybersecurity principles, operational support models, and service management practices ย 
  • Strong understanding of Microsoft M365, Azure, * as a Service technologies, AI, application hosting, and application management
  • Proven leadership skills with the ability to develop high-performing teams and foster a positive workplace culture ย 
  • Excellent strategic planning, analytical, and problem-solving abilities ย 
  • Strong financial and business acumen, including budget development and resource planning ย 
  • Exceptional communication and relationship-building skills with the ability to influence and collaborate across all levels of the organization ย 
  • Demonstrated ability to manage competing priorities in a complex and evolving environment ย 
  • Strong understanding of risk management, business continuity, and operational resilience practices
