Main Purpose of Job
The Assistant Director of IT Operations role within the Maryland Department of the Environment (MDE) is responsible for the management, technical oversight, and direct leadership of Information Management operations and is instrumental in supporting the Chief Information Officer (CIO) across all aspects of technology and information management.
Key responsibilities include, but not limited to:
Policy and Resource Management
Assisting the CIO in formulating, implementing, and monitoring departmental policies, procedures, and maintenance for IT and communications resources (including cell, desktop, and soft phones). This includes managing software licenses and maintenance contracts for MDE.
Departmental Representation
Representing MDE in official engagements concerning information management and technology.
System Security, Privacy and Continuity
Establish and maintain comprehensive standards, procedures, and guidelines to ensure the security, privacy and uninterrupted operation of IT systems throughout the department.
Administrative and Security Coordination
Coordinating activities within the Office of Information Management and Technology (OIMT) related to security, data and privacy management, and telecommunications. These efforts are designed to protect IT systems from damage and prevent the unauthorized disclosure of sensitive or confidential information.
Cross-Functional Project Support
Assisting the Assistant Director of Project Management and the Assistant Director of Application Support with the procurement and implementation of hardware, software, and infrastructure to ensure the timely execution of IT projects.
MINIMUM QUALIFICATIONS
Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying.
Education: A Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Computer Information Systems, Public Administration, or a related field.
Experience: Six (6) years of professional IT experience, including:
  1. Management/Supervision: At least two (2) years of direct supervisory or management-level experience overseeing IT technical staff, approving leave, assigning workloads, and managing employee performance.
  2. IT Security/Privacy Governance: At least two (2) years of experience developing, implementing, or enforcing IT security and privacy standards, policies, and compliance procedures (e.g., NIST, CIS, or State IT security guidelines).

Education Substitution: A Master's degree in IT, Computer Science, Cybersecurity, or Public/Business Administration may substitute for one (1) year of the general IT experience.
Experience Substitution: Additional professional IT experience in IT governance, enterprise infrastructure, security and privacy operations, or IT procurement may be substituted on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS

  • Master's degree in an IT Related Field.
  • IT Security/Privacy Governance: At least two (2) years of experience developing, implementing, or enforcing IT security and privacy standards, policies, and compliance procedures (e.g., NIST, CIS, or State IT security guidelines).
  • Strategic IT Procurement & Contract Management.
  • Senior IT Operations & Infrastructure Leadership.
  • Strategic Planner and Executive Advisory experience.
  • Experience managing technical staff directly or through subordinate managers, setting performance standards, prioritizing projects, and collaborating across cross-functional teams.
