Job Title: IT Operations Director (IT Manager 2)

We are excited to post an opening for an IT Operations Director (IT Manager 2) to manage the Commission's IT Operations team and participate in strategic and tactical planning for general policy direction and coherence within the division. The OLCC oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies. The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About this opportunity:

This position is based at our Milwaukie, OR headquarters . Please note that OLCC headquarters will relocate from Milwaukie to Portland, OR by approximately the middle of 2027. After an initial training period, this position may be eligible for a flexible hybrid work schedule, however weekly in-office work will be required. This position is not eligible to be fully remote. This position is a management service position and is not represented by a union. This position serves a twelve (12) month trial service period.

Here's what you will do:
  • Manage all aspects of IT operations, including hiring, assigning, and reviewing work, and setting goals.
  • Guide the periodic review of IT standards and procedures relative to hardware, software, networks, databases, and operations.
  • Ensure that position descriptions, employee training plans, and product and behavioral standards are up to date to ensure staff accountability.
  • Plan for staff training to ensure currency of domain knowledge as well as personal growth and development.
  • Actively promote and support the agency's affirmation action plan and diversity program.
  • Assure compliance with State of Oregon laws, rules, and policies relative to technology.
  • Plan, develop, administer, and evaluate the IT Operations budget.
  • Manage IT Operations assets through administration best practices.
  • Coordinate involvement of IT operations staff that support agency project teams.
  • Provide technology consulting support to the Chief Information Officer in setting the Commission's policy, strategic plan, and operational plans for the IT computer network, systems, and databases.
  • Participate in the review and award of contracts and develop criteria for managing and evaluating vendor performance.
  • Regular and reliable attendance is an essential function of this position and is required to meet the demands of this job.
Minimum Qualifications:
  • Six years of supervision, management, or progressively related experience; OR Three years of related experience and a bachelor’s degree in a related field.

  • Ability to quickly adapt to technological and business changes and a commitment to continuous learning
  • Experience in vendor and budget management.
  • Identify and nurture talent within the IT department, fostering professional growth and development.
