Job description

Position: IT Portfolio Manager Location: Hybrid (2โ€“4 times per month onsite in McLean and Arlington, VA)
Clearance: Secret Clearance or Above Summary TSCTI is seeking an experienced IT Portfolio Manager to support a Navy client in managing a complex IT portfolio. This role is ideal for professionals with expertise in governance, resource optimization, and strategic planning within defense and federal environments. You will play a critical role in Defense Business System (DBS) Certification and National Defense Authorization Act (NDAA) Validation, ensuring compliance, efficiency, and alignment with Department of the Navy standards.

Key Responsibilities Develop documentation and analysis for IT funding requests and Investment Review Boards (IRBs).
Document, analyze, and validate various Program of Record attributes using authoritative Navy data sources (e.g., Enterprise Mission Assurance Support Service (eMASS), Select & Native Programming Data Input System for Information Technology (SNaP-IT), Program Budget Information System Information Technology (PBIS-IT), Department of Defense Information Technology Portfolio Repository (DITIP), Department of Defense Information Technology Portfolio Repository/Department of the Navy (DITPR-DON, Department of the Navy Applications and Database Management System (DADMS).
Support Enterprise Architecture requirements for DBS Certification/IT System Registration compliance and Enterprise Knowledge Repository validation.
Coordinate integration with existing architecture projects to establish a federation of architecture (e.g., Business Enterprise Architecture, DoD Information Enterprise Architecture).
Monitor project progress throughout development cycles.
Provide governance and oversight for projects and small programs, ensuring objectives meet approved scope, schedule, and budget.
Support Capital Planning and Investment Control (CPIC) processes to ensure IT investments align with strategic objectives and comply with federal laws, regulations, and policies.
Track investment performance metrics and recommend optimizations.
Conduct cost-benefit analyses and risk assessments to inform portfolio decisions.
Register and analyze new systems and applications proposed for inclusion in the client portfolio.
Maintain and communicate overall portfolio financials, including DBS Out-of-Cycle management.
Advise on resource optimization and allocation based on strategic priorities.
Champion strong IT governance practices within the required framework.
Collaborate with Project and Program Management/System Owners at subordinate echelons.
Build and maintain strong stakeholder relationships throughout the project lifecycle.
Manage project shutdown activities and ensure compliance with system decommissioning standards.
Oversee management and compliance of Business System Category I, II, and III systems.
Desired Experience Expertise in DITPR-DON and DADMS management.
Experience with Budget Submitting Office software benefits management activities to include inventory and payment validation (Enterprise License Agreements).
Functional Area Management (FAM) / Line of Business Manager (LOB) experience.
Portfolio strategic development and IT modernization roadmap execution.
Advanced proficiency in Microsoft Suite (Teams channel setup, pivot tables, dashboards, presentations).
Exceptional oral and written communication skills.
Familiarity with DoW, DON, and OPNAV/NAVY organizational structures.
Knowledge of DoDI 5000.75 (Business Systems and Acquisition).
Understanding of 10 USC ยง2222: Defense business systems, business process reengineering, enterprise architecture, and management.
