Description of Job The Information Technology (IT) Unit delivers user-friendly, reliable office automation, legal research, and information management solutions to enable the Department to represent client agencies and the State of Colorado in legal matters with competence and cost-effectiveness. The Unit provides system design, programming, implementation, training, technical assistance, secure technology operations, and business process support while maintaining the confidentiality, integrity, availability, and accessibility of Department systems and data. WHAT YOU WILL DO The IT Business Analyst serves as the primary liaison between Department of Law business units, Information Technology, project teams, vendors, and other stakeholders to improve business operations through technology and process innovation.

The position analyzes business needs, operational workflows, and organizational challenges to identify opportunities for business process improvement and technology solutions that support the Department's legal and administrative functions. This position leads business analysis activities throughout the project lifecycle by eliciting, analyzing, documenting, and validating business and functional requirements; evaluating commercial software and Software-as-a-Service (SaaS) solutions; supporting application modernization initiatives; and facilitating communication between business and technical teams. The IT Business Analyst coordinates user acceptance testing, change management, user training, and implementation activities while ensuring technology solutions align with business objectives, regulatory requirements, security standards, accessibility requirements, and Department technology strategies.

The position also develops business cases, prepares analytical reports and recommendations, and promotes standardized business analysis practices that improve organizational effectiveness and customer service Specific duties include but are not limited to the following: Business Process Analysis & Improvement Partner with business units to analyze business processes, operational workflows, and organizational needs. Identify opportunities to improve efficiency, streamline operations, and enhance customer service through business process improvements and technology solutions. Facilitate meetings, workshops, and interviews to understand business challenges and recommend practical solutions.

Serve as the liaison between business stakeholders and IT to ensure technology initiatives align with business objectives. Business Analysis & Requirements Management Gather, analyze, validate, and document business, functional, technical, and reporting requirements for new and existing technology solutions. Translate business needs into clear business requirements, user stories, process maps, workflow diagrams, functional specifications, and other project documentation.

Evaluate commercial software and Software-as-a-Service (SaaS) solutions to determine business fit and compatibility with Department technology standards. Ensure proposed solutions meet requirements for security, accessibility, interoperability, records retention, and regulatory compliance Project Support & Solution Implementation Participate in technology projects from concept through implementation by supporting project planning, stakeholder engagement, testing, training, and change management. Coordinate User Acceptance Testing (UAT), including test planning, defect tracking, validation, and implementation readiness.

Develop user documentation, procedures, job aids, and training materials to support successful adoption of new systems and business processes. Collaborate with Department staff, vendors and consultants to implement technology solutions that meet business needs. Customer Service & Continuous Improvement Build collaborative relationships with business partners, project teams, vendors, and technical staff to deliver high-quality customer service.

Prepare reports, recommendations, and presentations by analyzing business information, trends, and project outcomes. Support the development of standardized business analysis practices, templates, and documentation. Stay current with business analysis methodologies, emerging technologies, accessibility standards, and industry best practices to continuously improve Department services.

This recruitment may be used to fill other similar positions within the Administration section at the Department of Law. Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis.

Experience must have included one or more of the following: Eliciting, analyzing, documenting, or validating business, functional, or technical requirements; Analyzing and improving business processes or operational workflows; Serving as a liaison between business stakeholders and technical teams to identify business needs and recommend technology or process solutions; Preparing business requirements, functional specifications, process maps, workflow diagrams, user stories, use cases, or other business analysis documentation; Participating in software implementation, application modernization, system enhancements, user acceptance testing, change management, or technology projects.

OR Education and Experience A combination of related education, professional certifications, and/or professional experience equal to three (3) years may substitute for the required experience. Examples of related education include: Information Technology Business Administration Computer Information Systems Management Information Systems Computer Science Public Administration Project Management Or another closely related field. Examples of applicable certifications include: Certified Business Analysis Professional (CBAP) Certification of Capability in Business Analysis (CCBA) PMI Professional in Business Analysis (PMI-PBA) If you are qualifying under the Education and Experience option listed above, you must submit a copy of your transcripts and certification at the time of application.
