Job Overview

The IT Project Management Office (PMO) is seeking an experienced Senior IT Business Analyst to support the delivery of large-scale, workflow-based enterprise applications that improve operational efficiency across multiple business units. These applications support mission-critical functions such as permitting, inspections, roadway repairs, bridge maintenance, pavement markings, and street sign asset management.

The Senior IT Business Analyst will work closely with business stakeholders, technical teams, and project managers to gather, analyze, and translate complex business requirements into high-quality technology solutions.

Key Responsibilities

Business Analysis & Requirements Management

  • Elicit, analyze, and document functional and non-functional requirements using standard analysis techniques (workflow analysis, data flow modeling, functional decomposition).
  • Prepare and maintain business requirements documents, specifications, user stories, workflows, use cases, and acceptance criteria.
  • Gather requirements through interviews, workshops, surveys, and analysis of existing systems and documentation.
  • Analyze information from multiple sources, reconcile conflicts, and distinguish true business needs from stated requests.

Stakeholder Collaboration & Communication

  • Serve as a liaison between business units, IT teams, vendors, and support teams.
  • Collaborate with senior analysts, subject matter experts, developers, and project managers to define, test, and implement solutions.
  • Communicate complex technical concepts clearly to both technical and non-technical stakeholders.
  • Produce clear, professional written correspondence and documentation.

Solution Design & Testing Support

  • Participate in application requirement analysis, technical design discussions, and solution evaluations.
  • Work with developers and SMEs to define technical approaches and evaluate usability and performance tradeoffs.
  • Define standards for acceptance testing; develop test plans, conditions, and test matrices.
  • Support and conduct user acceptance testing (UAT); track and resolve issues.

Systems & Process Analysis

  • Identify system gaps and assess current systems and emerging technologies to align with business needs.
  • Understand interactions between legacy systems and modern web-based systems.
  • Contribute to rollout strategies and implementation planning.
  • Track issues, risks, and dependencies impacting project outcomes.Mandatory Skills & Experience
  • Minimum 6 years of experience in application software analysis, data analysis, testing, implementation, and technical/user documentation.
  • Strong understanding of application programming, databases, system design, and system architectures (Internet, Intranet, Extranet, client/server).
  • Experience supporting software conversions and enterprise system implementations.

Preferred Skills & Qualifications

  • BA/BS degree or equivalent in business, communications, or technology-related field.
  • 6+ years of experience documenting requirements for mission-critical applications in web or client-server environments.
  • Experience with Waterfall, RUP, and Agile SDLC methodologies.
  • Strong analytical, problem-solving, facilitation, and decision-making skills.
  • Excellent verbal and written communication skills with executive-level stakeholders.
  • Proficiency in Microsoft Office tools.
