Job description

We are seeking a ANG ISR PEM to support our client at Joint Base Andrews, MD. The ISR PEM subject matter expert advises the ANG ISR staff and resource advisors as they resource ISR program capabilities, manpower, and equipment sustainment across multiple ANG ISR Program Elements (PEs) in alignment with strategic guidance The job will be working for the Air National Guard Intelligence Surveillance and Reconnaissance (ISR), Remotely Piloted Aircraft (RPA/Strike), Cyber/IT and Command and Control (C2) Staff Technical Support Services providing Functional Area Manager (FAM) Support to NGB/A2/6 and the RPA/Strike and C2 functions within NGB/A3/10. Provide functional and technical SME support to the NGB/A2/6 and NGB/A3/10 staff on program capabilities, functional area management, strategic planning, and equipment procurement/sustainment for the units, and personnel. Duties may include but not limited to budgetary planning, system architecture, and functional management at the NGB for ANG ISR, RPA/Strike, Cyber/IT and C2 asset integration into the active-duty U.S. Air Force (USAF) architecture.
ANG Intelligence PEM Support task include the following. The contractor shall:
  • Advise the A2/6 staff on ANG intelligence programming proposals and their impacts to the ANG ISR enterprise.
  • Timeframes for the following actions will be provided by the government and may vary during the performance of this contract.
  • Assist with ANG ISR PEM staff to prepare, formulate, justify and present ANG ISR requirements for the ANG and AF POMs and MIP consideration.
  • Assist with ANG ISR staff on the development, interpretation and implementation of policies and procedures needed for effective planning, programming and budgeting of ANG ISR resources in conjunction with the budget cycle and the FYDP.
  • Provide technical expertise to the ANG ISR Division/Branch Chief on the AF POM in accordance with policies and guidelines in support of major AF missions and operational plans; and ensure operational ANG ISR requirements are met within fiscal constraints.
  • Provide ANG and AF leadership the broadest range of ANG programming alternatives by balancing among mission areas and feasibility as it relates to known or anticipated Office of the Secretary of Defense (OSD) decisions, compatibility with AF strategy, policies, concepts, and objectives, and Congressional decisions.
  • Draft detailed plans, goals, and objectives for the long-range implementation and administration of major mission and operational programs.
  • Conduct cost comparison-benefit analyses of current or projected programs and develop lifecycle cost analyses.
  • Analyze effects of high-level decisions on the overall PPBE process, recommend changes if necessary and prepare justification rationales to support those changes to the PPBE.
  • Evaluate the effectiveness of PPBE processes as it pertains to ANG ISR missions.
  • Perform risk/benefit, dollar cost/economic analyses of various Courses of Action (COAs) that impact ANG ISR.
  • Assist the ANG ISR staff with presenting and defending ANG ISR recommendations, programming decisions and resources requirements to ANG, AF, State and DoD senior leaders and Congress via oral or written communications.
  • Serve as the contact for issues involving ANG ISR programming matters; work with NGB staff, HAF, MAJCOMS, Air Staff, other Services, and outside agencies; as needed to represent ANG ISR on working groups, stearing groups, and at other meetings or conferences.
  • Draft Congressional Justification Book (CJB) entries for ANG ISR programs and as directed by the government submit to HAF and/or USD(I).
  • Assist the ANG ISR Division by drafting, applying, and interpreting execution of ANG, AF, and DoD budgetary policies and procedures for MIP and MIP-like programs and related Weapon System Sustainment/Consolidated Logistics Support (WSS/CLS) requirements.

Qualifications
CLEARANCE: Active Top Secret with SCI access
  • Bachelor's degree with seven (7) years of relevant experience or no degree with ten (10) years of working experience in the related field work or US Air Force ISR support and operations.
  • At least ten years' experience working in the DOD intelligence community
  • Desired HQ level staff experience.
  • Thorough understanding of planning, programming, budgeting and execution (PPBE) process and its role in resourcing military ISR requirements.
    The ideal candidate should have a familiarity with the Air Force POM (Program Objective Memorandum) process, and an understanding of manpower resourcing
  • Familiarity with service-level strategy, policies, concepts, and objectives, and Congressional decisions wrt the military; ideally the candidate will be familiar with the US Air Force and/or Air National Guard
  • Exposure to cost comparison-benefit analyses of current or projected programs and calculating lifecycle sustainment cost, and drafting Congressional Justification Book (CJB) entries
  • Proven communication skills in presenting and advocating ANG ISR recommendations, assessments, and analysis to senior leaders; demonstrated ability to draft and articulate responses and reclamas to ANG, HAF, State and DoD senior leaders as well as responding to Congressional staffers
  • Prior participation in collaborative program management events such as Program Management Reviews (PMRs), Program Review Teams (PRTs), Integrated Project Teams (IPTs), and site assistance visits

The Government anticipates travel in support of this effort. The specific locations and dates will be coordinated as necessary. The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract
