Help
As a Senior Manager you will:
  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Works with TS executives, Area Directors, and counterparts in other IRS Divisions in formulating new or revised policies for TS. Develop overall objectives, strategies, actions and critical success factors for Policy.
  • Ensures that area plans, and accomplishments are consistent with TS goals, schedules, and policies.
  • Conducts briefings and prepares comprehensive reports to keep top-level managers and leaders apprised of program plans and progress and to communicate findings and recommendations.
  • Prepares agency directives, IRM issuances, memoranda, TS policy statements, and other written guidelines and recommendations

Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
  • Applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
  • Applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to Program Managers.
  • Applying communication techniques to effectively and diplomatically interact with internal and external customers.
  • Developing long-and short-term planning guidance; assessing resource utilization; evaluating inventory and managing workplans to strategically apply resources and making changes to current processes and procedures covering agency program goals and objectives.
  • Utilizing financial management principles, managing program budgets, monitoring program effectiveness, and recommending financially-sound operational changes.
  • Reviewing and evaluating proposals, conducting studies, developing recommendations, and analyzing new or revised policies.
  • Utilizing with programs, work functions, and staff-hour planning methods and techniques to initiate, plan, organize, direct, and manage the functions and employees.
  • Applying principles, practices, and policies of Strategic Human Resources, personnel management and administration to provide guidance and leadership in carrying out program operations
  • Applying oral and written communication methods and techniques to provide feedback to all levels of management, provide guidance and direction to subordinate staff and supervisors, and facilitate discussions with internal/external stakeholders.
  • Leading projects, establishing and evaluating internal controls in accordance with management assurance frameworks, supporting audits conducted by oversight bodies such as TIGTA and GAO, including audit process, documentation requirements, and formulating responses to inquiries, findings and recommendations.
  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to Program Managers.
  • Experience applying communication techniques to effectively and diplomatically interact with internal and external customers.
