Position Summary
The Journeyman Database Administrator (DBA) is a designated role responsible for administering, maintaining, and securing Oracle Database and WebLogic platforms that support a federal agency's grants management application portfolio. Working fully remotely, this role ensures database availability, integrity, security compliance, and recoverability across production and non-production environments. The Journeyman DBA works under the guidance of the project manager and in close collaboration with the system engineering and development teams, ITSD management, and the government Data Infrastructure Services Center (DISC) to execute patching, backups, configuration management, and disaster recovery activities consistent with a 95% application availability target.
Key Responsibilities
  • Administer Oracle Database 19c, Oracle WebLogic 12c, and Oracle Forms/Reports instances across all production and non-production environments; maintain platform stability and availability during service hours (6:00 AM-7:00 PM ET).
  • Apply Oracle critical security patches (CPU, out-of-band, zero-day) within 15 days of release; apply medium and high vulnerability patches within 30 days of initial DISC report; publish monthly patch compliance reports.
  • Execute scheduled and on-demand database backups for all production and selected non-production environments; support recoverability procedures with a target of zero data loss.
  • Monitor database and WebLogic platform performance; perform basic tuning activities and escalate complex performance issues to senior technical staff.
  • Manage user accounts and access credentials across Oracle-based applications; provide copies of key account passwords to ITSD management per security policy; conduct periodic account audits.
  • Perform configuration management for Oracle Database and WebLogic platforms under ITSD change management governance; document all changes in the NIFA work tracking tool.
  • Support IT System Security Assessment and Authorization (A&A) activities and execute assigned Plan of Action and Milestones (POA&M) items in collaboration with agency security operations.
  • Participate in contingency planning and disaster recovery (COOP) exercises; maintain and update DR documentation, recovery scripts, and backup procedures.
  • Maintain comprehensive DBA documentation: environment descriptions, patch levels, access controls, schema dictionaries, startup/shutdown procedures, backup/recovery scripts, and routine operation logs.
  • Respond to production database failures as a top priority, including off-hours support as required; contribute to service desk ticket resolution for database-related issues within SLA targets.
  • Publish monthly security and vulnerability patch reports covering all production and non-production servers and instances.
  • Support Transition-In knowledge acquisition and Transition-Out knowledge transfer activities.

Required Qualifications (aligned to PWS Section 7.3)
  • Bachelor's degree in Computer Science, Information Systems, or a related field; OR equivalent combination of education and relevant database administration experience.
  • Minimum 2 years of hands-on Oracle Database Administration experience; up to 4 years for this Journeyman level band.
  • Demonstrated competency in: Database Management, Backup and Recovery, Performance Management and Tuning, and Web-specific Technology.
  • Demonstrated competency in: Database Security, Data Integrity, and Data Availability.
  • Working knowledge of Oracle Database 19c administration in a Red Hat Enterprise Linux 8 (RHEL 8) environment.
  • Familiarity with Oracle WebLogic 12c and Oracle Forms/Reports in a production environment.
  • Active U.S. Public Trust Moderate Risk investigation or ability to obtain one; higher designation may apply.
  • S. Citizenship required.
  • Ability to complete annual federal ISA and ROB mandatory training at contractor's expense.

Preferred Qualifications
  • Oracle Certified Associate (OCA) certification or progress toward Oracle Certified Professional (OCP).
  • Experience with MySQL database administration in a RHEL 8 environment.
  • Familiarity with JBoss EAP, Apache Tomcat, and RHEL 8 server environments.
  • Exposure to FISMA compliance requirements, NIST security controls, or federal IT security frameworks.
  • Familiarity with Oracle APEX, Oracle ORDS, or Talend ETL.
  • Experience with Git, Subversion, JIRA, or Confluence for change tracking and documentation.
