Community Development Block Grant - Disaster Recovery Specialist (1099)

Engagement Type  Independent Contractor (1099)

Location  Remote with periodic travel to grantee sites as task order requires

Rate  $165 per hour (consultant direct rate)

1099 Engagement — Independent Contractor: This is an independent contractor (1099), not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement. Consultants set their own hours within defined deadlines for deliverables, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

Essential Healthcare Solutions LLC is supporting Pinnacle Solutions & Consulting Group (PSCG), an SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in New Braunfels, Texas, in its search for motivated, solution-driven team players eager to embrace the responsibilities of working in a dynamic and professionally rewarding environment.

PSCG maintains a bench of Community Development Block Grant — Disaster Recovery specialists for per-task-order engagement supporting HUD CDBG-DR program administration and compliance at the state and local levels.

THE ENGAGEMENT

PSCG is looking for CDBG-DR Specialists for per-task-order engagement supporting state and local grantees with CDBG-DR program administration, compliance, and unmet needs analysis following major federally declared disasters.

TYPICAL SCOPE OF WORK

  • Support CDBG-DR action plan development and amendment.
  • Conduct unmet needs assessments per HUD guidance.
  • Support grantee program administration and compliance.
  • Advise on environmental review and Davis-Bacon compliance.
  • Coordinate with HUD field offices and state CDBG-DR administrators.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in a relevant discipline.
  • Minimum seven (7) years of CDBG-DR program administration or housing recovery experience.
  • Direct experience as grantee, subrecipient, or technical advisor on a CDBG-DR allocation.
  • Working knowledge of HUD CDBG-DR Notices and cross-cutting federal requirements.
  • Active clients or portfolio demonstrating genuine independent contractor status.
  • U.S. Citizenship.

PREFERRED QUALIFICATIONS

  • Prior experience at HUD, state CDBG-DR office, or major grantee.
  • Certified Grants Management Specialist (CGMS).
  • Environmental review or Davis-Bacon compliance specialization.

ENGAGEMENT TERMS

  • Engagement under PSCG Master Independent Consultant Agreement.
  • Travel expenses paid based on GSA Schedules.
