RQ11319 - Sr. Software Developer

6-month contract (125 business days) - possible extension

ONSITE 5 days - 21 College Street, Toronto

Security Level: CRJMC

Must Have:

At least 10 years of experience designing, architecting and developing complex, enterprise applications using:

  • ASP.NET Programming including ASP.NET Web API/Rest API – all supported versions
  • .NET Framework 4.8.1
  • C #.NET
  • VB.NET
  • SQL
  • JavaScript Frameworks: Vue.js and Angular

Nice to Have:

  • As SCOPE / e-library are critical CLD application previous experience in the OPS and with Criminal Law and Justice-specific applications would be an asset

Scope:

  • Design, development and implement enhancements to the Criminal Law Division SCOPE and e-Library
  • Work with the project team in completing all relevant and required documentation in alignment with OPS standards.
  • Provide technical expertise in planning for integration with other Justice technologies

Assignment Deliverables:

  • The consultant will be responsible for translating business requirements and functional specifications into working, tested extensions to these applications.
  • The consultant will also be providing support to help our team transition from Microsoft TMS to Microsoft Dev Ops including implementing agile SCRUM methodology. In this role the consultant will provide leadership and mentoring for this transition.
  • Implemented RESTful API services based on the ASP.NET Web API/REST API framework to provide service endpoints for the new and modified web pages
  • Experience and familiarity with the API design tools, as well as API documentation tools like Postman, similar to Swagger (OpenAPI)
  • This includes developing detailed programming specifications, user interface designs, prototypes, writing and/or generating code compiling data driven programs conducting unit tests and debugging code to troubleshoot incidents and defects,
  • Provide break fix and change management support to the systems
  • Analysis, design, development, testing, implementation and documentation of solutions for relevant projects
  • Assessment and development of enhancements and changes requested by business partners
  • Provide application support for mission-critical enterprise applications
  • Work with clients to design effective application changes to meet business needs.
  • Working with any one or more of the technologies below, the consultant will:
  • Participate in the coding and development of application components including user interface, data services, data synchronization, and deployment services.
  • Participate in the application design, development, unit / system testing and deployment of the SCOPE/e-Library and associated application using Microsoft development platform and tools
  • Participate in project design and application JAD sessions / walkthroughs;
  • Development of required Software Architecture Documentation for the project;
  • Produce Use Cases, Class diagrams, component diagrams, state diagram etc.;
  • Create code modules, as well as other necessary system scripts and .NET modules
  • Develop documentation for testing, implementation, defect tracking as per OPS standards;
  • Participate in, document and configure output from application design sessions
  • Participate in the Unit / System / Integration Testing
  • Development of user authentication and access component according to predefined business rules
  • Design and development of user and system interface(s)
  • Preparation of install package and install books as required
  • Provide input and complete documentation for the application deployment plan for the production environment;
  • Completion of all required documentation and system artifacts including update technical documentations, and provide input for User Guide & Training Guide;
  • Estimates for assigned tasks and percent complete
  • The consultant will provide a detailed list of all work/artefacts completed on the project
  • Attend any meetings related to the resolution of any requests or support incidents as required
  • Ensures knowledge transfer to internal staff - the consultant will transfer over all information, research, code, documents, etc. to the client
  • Complete work and achieve milestones within the assigned deadlines;
  • Notify the Cluster/Ministry project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as the he/she becomes aware of them;
  • Submit Deliverables for the Cluster/Ministry approval as they are completed;
  • Comply with the Ontario Government and the Cluster/Ministry security procedures and practices;
  • Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices;
  • Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines;
  • Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures
