Job Title: Housing Management Expert
Location: Arlington, VA
Introduction:
Rivet Operations Company is looking for a Real Estate Management Expert to provide strategic real estate advisory, portfolio management, and analytical support to the Marine Corps Installations Command (MCICOM) Facilities Directorate. This position supports the management, acquisition, divestiture, privatization, and optimization of Marine Corps real property assets, with a focus on housing and installation infrastructure. The role leads complex real estate studies, evaluates public-private partnership opportunities, conducts economic and market analyses, and develops innovative solutions to maximize asset value, improve facility utilization, reduce life-cycle costs, and support long-term Marine Corps mission requirements
Key Responsibilities
• Lead strategic real estate portfolio management, asset optimization, and planning initiatives supporting Marine Corps housing, infrastructure, and real property assets.
• Conduct feasibility studies, market assessments, financial analyses, and business case evaluations to identify and recommend privatization, public-private partnership (P3), Public-Private Venture (PPV), Enhanced Use Lease (EUL), and other innovative real estate solutions.
• Analyze development potential, asset utilization, fair market value, operational impacts, lifecycle costs, and long-term investment strategies to maximize the value of Marine Corps real estate assets over a 40+ year planning horizon.
• Evaluate opportunities for facility consolidation, infrastructure sharing, out-grants, leases, easements, and alternative land-use approaches that improve mission effectiveness, increase facility utilization, reduce costs, and enhance community partnerships.
• Assess economic, regulatory, legislative, environmental, political, and operational factors affecting real estate transactions and strategic asset management decisions.
• Develop implementation roadmaps, cost-benefit analyses, risk assessments, and investment strategies that support sustainable recapitalization and long-term portfolio management objectives.
• Coordinate with government stakeholders, installation personnel, planners, engineers, economists, legal advisors, and industry partners to develop and evaluate real estate solutions aligned with Marine Corps mission requirements.
• Prepare and deliver executive-level briefings, reports, presentations, decision-support materials, and final study products that effectively communicate complex analyses, findings, recommendations, and implementation strategies to senior leadership.
• Manage deliverable development and review processes, including stakeholder coordination, comment adjudication, document revisions, quality control, and production of fully editable reports, presentations, financial models, and supporting documentation.
Requirements
Required Qualifications
• Bachelor's degree in Real Estate, Urban Planning, Business Administration, Finance, Economics, Public Administration, Engineering, Architecture, or a related field.
• Minimum of eight (8) years of experience in real estate asset management, portfolio planning, public sector real estate, housing programs, infrastructure planning, or related disciplines.
• Experience conducting feasibility studies, economic analyses, business case evaluations, and strategic planning initiatives.
• Knowledge of federal real property management principles, asset lifecycle management, and real estate transaction processes.
• Experience evaluating public-private partnerships (P3), public-private ventures (PPV), enhanced use leasing (EUL), privatization initiatives, or similar development models.
• Demonstrated ability to analyze complex financial, operational, and market data and translate findings into actionable recommendations.
• Strong understanding of real estate valuation methods, market analysis techniques, and long-term capital planning.
• Excellent written and verbal communication skills with experience developing executive-level reports, presentations, and briefing materials.
• Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Word.
Preferred Qualifications
• Master's degree in Real Estate, Business Administration (MBA), Finance, Economics, Urban Planning, or a related discipline.
• Professional certifications such as Certified Commercial Investment Member (CCIM), Certified Property Manager (CPM), Project Management Professional (PMP), or similar credentials.
• Experience supporting Department of Defense (DoD), federal agencies, military installations, or large public-sector real estate portfolios.
• Experience coordinating multidisciplinary teams including economists, planners, engineers, legal advisors, and public-private partnership specialists.
• Knowledge of military housing programs, installation planning, and federal real estate authorities.
