Job description

Lynker Corporation is seeking to hire a qualified candidate to support a contract with NOAA Research Office of Ocean Exploration and Research (OER). These are full-time positions that may be performed on-site or remotely, with anticipated travel in support of meetings, workshops, and field activities. Hiring for these positions will be contingent on contract award. Lynker will be operating under its Propel joint venture, a NOAA ProTech Oceans 2.0 prime contract holder.  
This Contract is Contingent on Contract Award.

The contractor shall provide technical, administrative, and financial services for the management of OER grant and internship programs.


Duties of the Grants and Internship Program Support will include the following:

  • Program Lifecycle and Competition Management: Providing full lifecycle services and documentation packages for grant and internship programs, to include drafting task-related SOPs, distributing announcements, assigning pre-proposal identification numbers, processing proposals/letters of intent, and managing reviewer databases. Services include managing grant review panels, providing IT logistics for remote and on-site meetings (e.g., webinars, conference calls), and identifying non-conformities in submissions for Government review. The contractor shall maintain confidential reviewer information and ensure panelists are aware of regulations pertaining to confidential information and panel participation.
  • Award and Documentation Management: Preparing, organizing, and maintaining official grant and award files with all required documentation for submission to NOAA Grant Office. The contractor shall monitor all grant award phases through closeout, verify documentation completeness against checklists, and manage requests for modifications including revisions, continuations, renewals, and no-cost extensions.
  • Communications, Scheduling, and Tracking: Developing and maintaining tracking databases for all grant and program actions processed. The contractor shall transmit and receive data from national and international organizations and coordinate with sponsored program offices to resolve documentation issues. Responsibilities include scheduling and coordinating conference calls, webinars, and meetings; requesting non-disclosure and travel paperwork; and preparing meeting minutes, briefing materials, graphics, and research content for program reports and website updates (e.g., โ€œhot itemsโ€).
  • Grants Financial and Review Services: Providing daily accounting and bookkeeping services, to include daily reconciliation of budget execution data in Government financial, grant, and contracting systems (e.g., FMDS, BAS, EBS). Technical services include identifying budget disconnects (e.g., SF-424A inconsistencies), consolidating reviewer scores, and highlighting budget issues for Government use during negotiations.
