Project Manager – Outside Plant (OSP) Construction

Location: Prescott, AZ & Prescott Valley, AZ (Northern Arizona), Phoenix, AZ

BPS is seeking an experienced Outside Plant (OSP) Project Manager to oversee fiber optic construction projects throughout Prescott, Prescott Valley, and surrounding Northern Arizona communities. This position is ideal for a motivated leader with telecommunications construction experience who excels at managing multiple projects, coordinating field operations, and delivering high quality results on schedule and within budget.

  • Position Summary

    The Project Manager is responsible for overseeing all aspects of Outside Plant (OSP) fiber optic construction projects, ensuring work is completed safely, on time, within budget, and in accordance with customer requirements. This role manages projects from permitting and planning through construction, testing, and final as built documentation while coordinating closely with subcontractors, vendors, utility companies, municipalities, and customers.

    Key Responsibilities
  • Manage multiple OSP fiber construction projects simultaneously.
  • Coordinate contractors, subcontractors, material vendors, inspectors, and construction partners.
  • Develop and maintain project schedules, budgets, and production reports.
  • Monitor project progress and ensure milestones are achieved.
  • Review and manage project costs, change orders, and forecasting.
  • Coordinate permitting activities with municipalities, utility companies, and Arizona Department of Transportation (ADOT) agencies as required.
  • Oversee field inspections and ensure construction quality meets customer specifications.
  • Review and approve asbuilt documentation and project closeout packages.
  • Communicate project status with customers, internal leadership, and field personnel.
  • Ensure compliance with OSHA regulations and company safety standards.
  • Resolve project issues while maintaining customer satisfaction.
  • Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, or a related field; equivalent industry experience will be considered.
  • Minimum of 35 years of experience managing telecommunications or fiber optic construction projects.
  • Previous OSP fiber optic construction experience strongly preferred.
  • Valid driver's license with a clean driving record.
  • Ability to travel throughout Prescott and surrounding Arizona project locations.
  • Strong leadership, organizational, and problem solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Microsoft Project.
  • Preferred Technical Skills
  • Experience with fiber optic network construction and outside plant infrastructure.
  • Knowledge of FTTH (Fiber to the Home) and FTTP (Fiber to the Premises) network design and construction.
  • Ability to read and interpret engineering drawings, utility maps, and construction plans.
  • Experience using GPS equipment and fiber network mapping software.
  • Understanding of fiber optic cable installation, splicing, OTDR testing, and documentation.
  • Knowledge of underground utility locating practices and "Call Before You Dig" requirements.
  • Familiarity with utility grounding principles.
  • Working knowledge of OSHA regulations and telecommunications construction safety practices.
  • Physical Requirements
  • Ability to sit, stand, walk, climb, bend, stoop, kneel, and reach throughout the workday.
  • Ability to drive to various project sites.
  • Ability to occasionally lift and carry up to 50 pounds.
  • Ability to work outdoors in varying weather conditions.
  • Ability to read, write, and communicate effectively in English.
  • Must possess normal or corrected vision sufficient to perform job duties.
