We are seeking a talented, dedicated individual committed to work under the highest ethics standards for the following position:

Description
  • Provides owner-side project-engineering support to the Facilities / Utilities / Mechanical / Electrical Lead(s) during the Buffer Prep / Buffer Hold (BPBH) brownfield expansion within an active 24/7 GMP facility.
  • Acts as owner's representative for facility-side construction packages - coordinating and overseeing the General Contractor's (GC) execution, owning field-level permit-to-work, walkdowns, safety, and coordination, and supporting the Lead(s) in reviewing the A/E's (Fluor) design.
  • The role spans the facility built-environment disciplines - facilities, utilities (clean + black), mechanical, and electrical.
  • Design authority and responsibility rests with the Lead(s) and A/E; this role supports design review and execution oversight (physical work is performed by the GC). The incumbent supports the Lead(s), owns owner-side coordination of the assigned package(s), and develops discipline expertise through the project.
Responsibilities
  • Serves as owner's representative for the assigned facility construction package(s); provides day-to-day oversight of the GC and its subcontractors, monitoring progress, quality, and compliance against the approved design.
  • Owns permit-to-work (PTW) coordination and issuance (including Lockout/Tagout for electrical/energized tie-ins) for construction activities within the active 24/7 GMP facility; enforces construction segregation from live manufacturing and coordinates tie-ins/shutdown windows with site operations.
  • Conducts and participates in field walkdowns, inspections, and punch-list development; verifies installed work matches design and site standards before turnover.
  • Supports construction safety: participates in contractor safety evaluations, supports the site safety plan, and ensures GC adherence to EHS requirements on an active manufacturing site.
  • Acts as liaison and coordination point between the GC, the A/E (Fluor), site operations, and the Lead(s); ensures construction activities do not negatively impact ongoing production.
  • Supports the Lead(s) in reviewing A/E design deliverables (drawings, P&IDs, specifications, load/sizing sheets) and GC submittals/RFIs for alignment with standards. (Design review and support role - design authority and responsibility rest with the Lead(s) and A/E.)
  • Witnesses field testing appropriate to the assigned discipline(s) (e.g., hydrostatic/pressure and flushing for piping/utilities; megger/continuity/load and functional checks for electrical); supports turnover documentation.
  • Maintains as-built documentation and field records; tracks open items, field issues, and schedule for the assigned package(s) and escalates to the Lead(s).
  • Supports commissioning, qualification readiness (IQ/OQ/PQ), turnover, and startup alongside the Lead(s) and CQV team; assists with field troubleshooting and handover to operations.
Qualifications Required
  • Bachelor's degree in Mechanical, Electrical, Chemical, Civil, or a related engineering discipline.
  • 3-7 years of experience in pharmaceutical/biotech or industrial capital projects, ideally in an owner's-representative or GC/EPC field-engineering capacity.
  • Experience with brownfield construction in an operating facility: permit-to-work systems, field walkdowns, construction safety, and contractor coordination.
  • Working familiarity with one or more of the coverage disciplines:
    • Facilities - built environment, architectural/CSA interface, cleanroom finishes/flooring, general facility infrastructure.
    • Utilities - clean utilities (WFI, clean steam, CIP, clean compressed air) and black utilities (chilled water, cooling water, plant steam, compressed air, drainage).
    • Mechanical - HVAC / air handling, chillers, compressors, pumps, and mechanical equipment.
    • Electrical - power distribution, MCCs, panels/switchgear, cable tray, conduit, and field cabling (including wiring to instruments).
  • Sufficient familiarity with one or more of the coverage disciplines listed above to support the Lead(s) and coordinate the GC. Design-level mastery is not required at this level.
  • GMP awareness and the ability to coordinate work safely within an active 24/7 manufacturing environment.
  • Technical Writing skills and investigations processes.
  • Available to work extended hours, possibility of weekends and holidays.
Preferred
  • Construction management exposure; ability to read and interpret construction drawings and specifications.
  • Prior commissioning / CQV field-support experience.
