Responsibilities
  • Serve as an analyst on high-visibility, complex projects with minimal supervision from program management.
  • Develop innovative approaches to address complex programmatic and cost-related issues.
  • Perform cost-benefit and risk analysis studies.
  • Provide estimates of the impact of change requests and significant program modifications.
  • Analyze and interpret raw engineering and cost data to support detailed cost estimates.
  • Prepare and maintain Work Breakdown Structures (WBS), charts, tables, graphs, and diagrams to assist in cost and technical analysis.
  • Utilize computer-based analytical tools and techniques such as:
    • Uni- and multi-variate statistical and regression analysis
    • Learning curve analysis
    • Parametric cost models and computer graphics
    • Cost accounting principles (direct and indirect cost analysis)
    • Development of escalation indices and cost estimating relationships (CERs)
  • Operate statistical and quantitative risk assessment models as required.
  • Collaborate closely with technical teams and stakeholders to support budget formulation and cost strategy.
  • Present analysis results clearly to both technical and non-technical audiences.

Skills Required
  • Bachelor's degree in Engineering, Business, Mathematics, Economics, Operations Research, or a related field.
  • 3-6 years of relevant experience, or 2-3 years of direct Government or Aerospace industry experience in cost estimating, cost engineering, operations research, or systems engineering.
  • Experience developing cost estimates using parametric and statistical models.
  • Proficiency with Microsoft Excel and other Office applications (PowerPoint, Word).
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to obtain a security clearance.
  • U.S. citizenship is required.

Desired Qualifications:
  • Experience supporting NASA or other government space programs.
  • Familiarity with cost estimation tools such as ACEIT, SEER, PRICE TruePlanning, PCEC, NICM, or similar.
  • Knowledge of Work Breakdown Structures (WBS) and cost estimating methodologies.
  • Background in operations research, statistics, or quantitative risk analysis.
