Job description

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and associated problems, issues, or conflicts. Communicates with other program personnel, government, overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288: * Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal.
* Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement.
* Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management.
* Agreement Process Area - Acquisition and Supply. The Level 6 System Engineer shall possess the following capabilities: * Perform systems engineering activities and assist in the preparation of a work product in Technical Process Areas associated with the ISO/IEC 15288.
* Develop and deliver a work product in any of the ISO/IEC 15288 Process Areas.
* Perform analysis of technical alternatives for a project and make preliminary recommendations.
* Assist in performing systems engineering activities in the ISO/IEC 15288 Agreement or Enterprise Process Areas.
* Perform systems engineering activities and assist in the preparation of multiple work products in Project and/or Technical Process Areas associated with any of the ISO/IEC 15288 processes.
* Perform systems engineering activities and develop and deliver work products in each of the ISO/IEC 15288 Project and Technical Process Areas.
* Independently analyze and recommend alternatives for elements of the project's technical design.
* Perform systems engineering activities and develop and deliver work products of either the ISO/IEC 15288 Agreement or Enterprise Process Areas.
* Assist in developing a new or innovative approach to a technical or engineering issue.
* Assist in evaluating to determine its suitability for project implementation.
* Analyze and propose appropriate engineering standards and processes for a project.
* Supervise or coordinate the work of other contractor engineers or technicians on a project.
* Lead contractor systems engineering activities for a project including supervising the work of the project engineering staff and technicians.
* Approve delivery of work products of multiple process areas defined in the ISO/IEC 15288.
* Independently make decisions regarding engineering issues and methodology for a project.
* Brief stakeholders and present the status of all technical aspects of their project.
* Serve as a Subject Matter Expert in one or more Process Areas defined in the ISO/IEC 15288.
* Approve delivery of work products of all Process Areas defined in the ISO/IEC 15288.
* Plan and develop engineering projects with unique or complex aspects that impact major capabilities of high priority to the enterprise. Required Skills * A Bachelor's degree in a Qualified Engineering Field (Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management) or a related discipline ( Chemistry, Computer Science, Information Systems, Mathematics, and Physics) from an accredited college or university, plus twenty (20) years of systems engineering experience
* A High School Diploma or GED plus twenty-four (24) years of general systems engineering experience (any Process Area).
* A Master's degree in a Qualified Engineering Field (Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management) or a related discipline (Chemistry, Computer Science, Information Systems, Mathematics, and Physics) from an accredited college or university, plus eighteen (18) years of systems engineering experience
* A PhD in a Qualified Engineering Field (Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management) or a related discipline (Chemistry, Computer Science, Information Systems, Mathematics, and Physics) from an accredited college or university, plus eighteen (18) years of systems engineering experience.
* Signals analysis: Digital telecommunications systems to include CEPT, payload data, and signals structures o Processing DMR data using Lopers, and Circuit Raptor
o Experience in processing survey data from recordings in IF to RF, Vita-49, capture of snapshots, processing for data validation using software demods to find signal parameters.
* Cellular communications experience in 2G/3G/4G systems, PIT radios for processing.
o Experience in processing data using DRT, Whistle, Salvage, BSAW
o Experience using DRT for surveys and a variety of hardware and signal processing cards
* Operating systems: Experience using communication and troubleshooting systems using Linux rel 7, rel 8, and Rocky 9
* Experience in Data Flow, Niagara Files configuration, and troubleshooting NIFI outages.
* RF Engineering - At least 10 years of experience on microwave systems, microwave collection, proficient in RF testing such as low-noise amplifiers, filters, combiners, bias-tee, integration of antennas, positioners, low-loss cables, RF adapters, knowledge of E-Band.
* At least 10 years of experience on antennas and feeds, and their performance, characterize gains and VSRW over operational range using block down-converters
* At least 10 years of experience in testing 6-44Ghz microwave equipment, such as receivers, demodulators, using Vita-49, SOTF protocols

This range is a good-faith estimate that reflects various experience levels.
