e&e is seeking an Azure DevOps Engineer & Administrator for a hybrid contract opportunity in Harrisburg, PA!

We are seeking an experienced Azure DevOps Engineer & Administrator to support enterprise cloud modernization initiatives and mission-critical systems. This role is responsible for architecting, securing, administering, and optimizing Azure DevOps and GitHub Enterprise environments while implementing CI/CD automation and ensuring compliance with security and governance frameworks. The ideal candidate will have strong expertise in Azure cloud services, DevOps best practices, infrastructure automation, and secure development operations in regulated environments. This position requires collaboration across development, infrastructure, cloud engineering, and cybersecurity teams to improve deployment efficiency, automation, and overall DevOps maturity.

Key Responsibilities

Azure DevOps & GitHub Administration

  • Administer, maintain, and optimize Azure DevOps Services, including Boards, Repos, Pipelines, Artifacts, and Test Plans.
  • Configure branch policies, security groups, service connections, permissions, and agent pools.
  • Manage GitHub Enterprise (Cloud or Server), including organizations, repositories, teams, permissions, and SSO integrations.
  • Implement governance policies, repository standards, secure branching strategies, and access controls across Azure DevOps and GitHub environments.
  • Perform system monitoring, troubleshooting, auditing, and performance optimization of DevOps platforms.
  • Manage RBAC, access reviews, audit logs, and compliance configurations aligned with security and regulatory requirements.
  • Support migrations between Azure DevOps and GitHub when necessary.
  • Drive DevOps maturity improvements and platform adoption across teams.

CI/CD Pipeline Engineering & Automation

  • Design, build, and maintain secure CI/CD pipelines using Azure Pipelines and GitHub Actions (YAML and manual pipelines).
  • Develop reusable pipeline templates and environment-based deployment strategies.
  • Integrate automated testing, code scanning, approval workflows, and artifact management into CI/CD processes.
  • Deploy and integrate pipelines with Azure services such as App Services, AKS, Functions, SQL, Key Vault, and Storage.
  • Implement Infrastructure as Code (IaC) solutions using Terraform, Bicep, or ARM templates.
  • Improve automation, deployment consistency, and release management processes.

Collaboration & Support

  • Partner with development, cloud engineering, infrastructure, cybersecurity, and operations teams to support modernization efforts.
  • Provide technical guidance on DevOps best practices, Git workflows, automation strategies, and GitHub usage.
  • Support onboarding of applications, projects, and teams into Azure DevOps environments.
  • Lead troubleshooting and resolution of complex deployment, infrastructure, and pipeline issues.
  • Collaborate with security teams on vulnerability remediation, compliance reviews, and continuous monitoring efforts.
  • Mentor junior engineers and contribute to DevOps standards, documentation, and operational procedures.
  • Document system processes, governance standards, and technical workflows.

Required Qualifications

  • Experience working with Azure DevOps in both engineering/development and administrative capacities.
  • Strong proficiency in Azure DevOps Services and Azure cloud administration.
  • Hands-on experience administering GitHub Enterprise (Cloud or Server).
  • Expertise in CI/CD best practices, branching strategies, release automation, and DevOps methodologies.
  • Strong experience with Git and source control management.
  • Solid understanding of Infrastructure as Code (Terraform, Bicep, ARM templates).
  • Experience with scripting languages such as PowerShell.
  • Experience supporting systems in regulated, secure, or compliance-driven environments.
  • Strong troubleshooting, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively in fast-paced, cross-functional environments.

Preferred Qualifications

  • Microsoft certifications such as AZ-400, AZ-104, or AZ-305.
  • GitHub certifications (GitHub Foundations, GitHub Actions, GitHub Administration).
  • Experience with monitoring and observability tools such as Azure Monitor, Application Insights, and Log Analytics.
  • Knowledge of cloud security, governance, and compliance frameworks.
  • Experience supporting development ecosystems such as .NET, Java, Node.js, or similar.
  • Hands-on experience with YAML pipelines in Azure Pipelines and GitHub Actions.
  • Familiarity with AI platforms, automation tools, or modern cloud-native technologies.
