Job/Project Overview

Vanguard DevOps (www.vanguard-devops.ai) is seeking a highly experienced GIS Developer with expert knowledge of ArgGIS Pro, ArcGIS Online and strong proven Python coding experience to join our engineering team in support of our Federal customer - the National Oceanic and Atmospheric Administration (NOAA).


In this role, you will be responsible for:

  • Spatial Data: You're the expert on all things spatial data—managing it, storing it, archiving it, and making sure the standards (including metadata) are on point. You will also write up the data management guides on standards and best practices.
  • Automation: Get your coding fingers ready! You'll write Python (and R) scripts to automatically visualize, manage, and analyze spatial data.
  • Making Maps: Create high-quality maps that meet the needs of NOAA, the scientific community, and the public.
  • User Support: Be the go-to person for GIS support and licensing requests through the NOAA NECS ticketing system. This means chatting with users on that interface or hopping on web-sharing sessions to fix their problems clearly and effectively.
  • Training: Develop training materials—like "how-to" documents and video tutorials—for common GIS and data workflows.


Core Responsibilities

  • Data management
  • Expert level knowledge of spatial data and metadata standards, data modeling, data storage, maintenance and data archiving.
  • Write best practice documents on full life cycle data and metadata management.
  • Spatial data visualization, management and analysis automation
  • Write Python code (and R) to automate spatial data visualization, data management, and analysis processes.
  • Maintains code in repositories such as GitHub.
  • Map Authoring
  • Create high-quality cartographic products based on user requirements.
  • Ad-hoc GIS support
  • Responds to user support and licensing requests from the NOAA Enterprise GIS Central Support (NECS) ticketing system and work with users to find solutions via the NECS interface and by web screen sharing sessions.
  • Communicate clearly and effectively with users to help solve their problems.
  • Training
  • Develop training materials for common GIS and data management workflows including how-to documents and video tutorials.


Required Technical Skills

  • BS in Computer Science or scientific field (engineering, physics), or equivalent experience
  • Strong, proven experience with GIS fundamentals: cartography, coordinate systems and map projections, spatial analysis operations.
  • Must have strong, proven experience with ArgGIS Pro and ArcGIS Online to perform complex processing, analysis and interpolation of geospatial data to create high-quality professional map products.
  • Expert level Python coding skills
  • This position requires excellent verbal and written communication skills and time-management skills.
  • Excellent teamwork and collaboration skills, and ability to work without supervision.


Additional Desired Skills

  • Strong proven coding experience with R programming language is highly desirable
  • MS in Computer Science or scientific field (engineering, physics), or equivalent experience
  • Experience with Jupyter Notebooks with Python
  • Experience with AI in Google Cloud Platform (GCP) - Gemini and Vertex AI
  • Experience with agile development processes
  • Experience with Jira, and Git
  • Development of AI, LLM, and ML functionality and integrations, using Python
  • Development of the data ingestion pipeline for AI enabled ingestion, analysis, and categorization of GIS and satellite imagery


Security Clearance: This position REQUIRES the ability to obtain a Public Trust security clearance.
