Position Overview:
The Senior Data Engineer will be a key technical contributor to the American Battle Monuments Agency (ABMC) Data Structure and Business Intelligence Consulting project. This role is primarily responsible for the "heavy lifting" of data preparation-transforming disaggregated, "stovepiped," and sometimes non-digital information into a structured common data framework. You will work at the intersection of raw data and actionable insights, ensuring that the ABMC Cemetery Status Information System (ACSIS) is fed by accurate, reliable, and high-performing data pipelines.
U.S. Citizenship is required.
Key Responsibilities:
  • Data Transformation & Implementation: Assist the Agency in implementing a common data framework, an effort estimated to comprise at least 60% of the project's scope.
  • Source Integration: Identify and catalog diverse data sources, including Microsoft SharePoint documents, Excel spreadsheets, Access databases, and transactional data.
  • Data "Mining" & Extraction: Work with functional stakeholders to extract critical data that currently exists only as subject matter expertise or unstructured individual transaction records.
  • Pipeline Development: Develop repeatable processes to convert disaggregated data into a summarized format that portrays a complete picture of cemetery resource areas.
  • Quality Assurance: Implement data validation and cleansing routines to ensure the accuracy of information used in both Site and Functional Dashboards.
  • Technical Optimization: Optimize data structures for use within the Agency's Microsoft-based environment, specifically for Power BI consumption.
  • Metric Support: Assist in developing the underlying data logic for performance metrics, such as the color-coded Green/Amber/Red assessments for functional areas like Horticulture and Engineering.
  • Documentation: Prepare technical documentation covering data sources and the step-by-step guides for managing data updates.

Required Qualifications:
  • Experience: At least 7 years of data engineering experience and a proven track record of helping organizations implement BI programs.
  • Technical Proficiency: Extensive experience with the Microsoft 365 Suite, including SharePoint, Excel, Teams, and Power BI.
  • Federal Standards: Experience and understanding of U.S. Federal government computing standards and regulations.
  • Data Profiling: Expertise in analyzing discrepancies between current data landscapes and target BI needs (Gap Analysis).
  • Security Compliance: Ability to implement data minimization and encryption (at rest and in transit) in alignment with NIST SP 800-53 Revision 5.

Desired Skills:
  • Familiarity with Oracle Financial Services software and Archibus (Integrated Facilities Management System).
  • Knowledge of Microsoft Copilot or similar Large Language AI tools to assist in data development.
  • Familiarity with international data standards, including GDPR.
