The person doesn't have to be an expert in every area but a healthy combination of 5 or 6 of these is preferred.

Requirements:

Minimum of 5 years of experience in modern web development using HTML5, CSS3, and JavaScript/jQuery based on web standards

Understanding of how to scale CSS for multiple large websites, with different branding.

Expert in Responsive Web Design

Experience with JavaScript frameworks, especially Angular 1.x

Solid experience with CSS preprocessors (SASS/LESS)

Experience using SVG

Understands website performance

Works well within a team or leading a team

Communicates effectively with business, UX, management, and co-workers

Experience with the .NET framework, C#, Visual Studio, Team Foundation Version Control (TFVC, TFS)

Nice-to-haves

Experience with Web Accessibility / ADA
