Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an Integrated Logistics Support (ILS) Specialist with a Secret security clearance to support KMS and our government customer in Mobile, AL. This position is for a Future New Business Opportunity.

Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an Integrated Logistics Support (ILS) Specialist to support outfitting, configuration management, and logistics activities for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This full-time position requires an individual with comprehensive knowledge of shipbuilding logistics processes, vessel outfitting, and configuration management to support the OPC acquisition program. The ideal candidate will possess experience with Physical Configuration Audits, equipment validation, and Contract Data Requirement List (CDRL) processes. This position requires the ability to obtain Secret level security clearance and is based on-site in Mobile, Alabama requiring moderate physical activity in shipyard environments.

 

Essential Functions, Responsibilities & Duties may include, but are not limited to:
The ILS Specialist will support outfitting, configuration management, and logistics activities for OPC construction and delivery. Principal responsibilities include:

  • Prepare outfitting and configuration management materials including charts and briefs for project reviews
  • Generate ad-hoc outfitting reports as required by Government leadership
  • Participate in outfitting material aboard the cutter during construction and delivery phases
  • Participate in Physical Configuration Audits (PCA) to verify as-built configuration matches design documentation
  • Support vessel outfitting, equipment validation, storeroom placements, VIN marking, and product tracking
  • Assess logistic impacts of design changes and equipment modifications
  • Review and evaluate Contract Data Requirement List (CDRL) submittals for completeness and compliance
  • Support Technical Assessment Review (TAR) processes for equipment and system changes
  • Assist with proposal development and equipment life cycle cost analysis
  • Support logistics life cycle sustainment planning activities
  • Participate in Engineering Change Proposal (ECP) processes and evaluate logistics impacts
  • Track and report on configuration management activities and discrepancies
  • Develop and deliver presentations on outfitting and PCA status to Government stakeholders
  • Attend meetings related to logistics and configuration management tasks as designated by COR
  • Apply analytical and evaluative methods to organize and administer outfitting/configuration programs
  • Coordinate with shipbuilder and Coast Guard personnel on logistics matters
  • Maintain tracking systems for outfitting schedules, equipment deliveries, and configuration items
  • Support development of ship's allowance lists and equipment inventories
  • Assist with logistics readiness assessments and reporting
  • Perform moderate walking and movement through active shipyard and OPCs under construction

 

Education and Experience:
Required:

  • Bachelor's degree in business field or related technical/business field
  • Minimum of three (3) years of experience relevant to supporting logistics or configuration and shipbuilding processes

 

Substitution for Bachelor's Degree:

  • Minimum of four (4) years of relevant experience in addition to the required minimum years of experience

 

Required Skills and Competencies:

  • Comprehensive knowledge of shipbuilding processes including construction, outfitting, and delivery phases
  • Comprehensive knowledge of Technical Assessment Review (TAR), proposal development, equipment life cycle cost, and logistics life cycle sustainment
  • Comprehensive knowledge of Engineering Change Proposal (ECP) processes
  • Comprehensive knowledge of Contract Data Requirement List (CDRL) processes
  • Comprehensive knowledge in outfitting/load out of ship including equipment placement and validation
  • Comprehensive knowledge of Configuration Management principles and practices
  • Comprehensive knowledge of Physical Configuration Audits (PCA) procedures
  • Knowledge and skill in applying analytical and evaluative methods to organize, plan, conduct, evaluate and administer outfitting/configuration programs
  • Ability to produce reports, briefs, and presentations on logistics and configuration status
  • Experience with vessel outfitting, equipment validation, storeroom placements, VIN marking, product tracking, and logistic impacts
  • Proficiency in Microsoft Office software suite including Word, PowerPoint, Access, and Excel
  • Strong organizational and tracking capabilities
  • Excellent written and oral communication skills
  • Ability to work collaboratively with shipbuilder personnel, Government staff, and other stakeholders
  • Physical ability to perform moderate walking and movement through active shipyard and ships under construction

 

Clearance Requirement:

  • Secret security clearance

 

Desired Skills and Competencies:

  • Experience with Coast Guard or Navy shipbuilding programs and logistics support
  • Familiarity with Integrated Logistics Support Plan (ILSP) development and execution
  • Knowledge of Major System Acquisition Manual (MSAM) logistics requirements
  • Experience with Independent Logistics Assessments (ILA) and Logistics Readiness Reviews (LRR)
  • Understanding of ship systems and equipment installation requirements
  • Experience with supply chain management and material tracking systems
  • Knowledge of Navy or Coast Guard configuration management policies
  • Familiarity with ship maintenance and sustainment planning
  • Experience with Technical Data Package (TDP) review and validation
  • Certified Professional Logistician (CPL) or similar logistics certification
  • Knowledge of Coast Guard Handbook of Acquisition Logistics and Templates (CG HALT)
  • Experience with ship allowance list development and equipment inventory management
