Keystone Advisors is a Certified Public Accounting (CPA) Firm with a proven 17-year track record providing Audit, Accounting, and Advisory Services in the areas of financial and administrative management, organizational and business improvement, program management support, budget support, financial analytical services and reconciliation, technology management and staff augmentation in Chicago, IL, Washington, DC, Alexandria, VA, and other metropolitan areas to both government and commercial clients.
Keystone Advisors is looking for a Program Manager to join our team in the Washington, DC metro area to support the United States Marine Corps (USMC) Deputy Commandant Programs and Resources (DC P&R), Budget & Execution (B&E) Division Financial Management Support Services.
This is a hybrid position; the primary place of performance is the Pentagon with the ability to telework. Must live in District of Columbia, Maryland or Virginia (DMV) area.  
The Program Manager will manage or team and will be responsible for overall contract management, quality assurance, risk management, staffing oversight and customer engagement.
Our Team will provide financial management support services to include technical, administrative, and professional services that assist DC P&R B&E in the sustainment, improvement, and optimization of the HQMC fiscal execution business processes in all applicable financial systems [Including but not limited to: Defense Agencies Initiative (DAI), Program Budget Information System (PBIS), Access Request Management Service (ARMS), Marine Corps Funding Authorization Document (MCFAD), Work Year Personnel Cost (WYPC) or its future system successor, Total Force structure Management System (TFSMS), Human Resources Link (HRLink), and Advancing Analytics (ADVANA)] in compliance and consistent with all applicable directives.
The Program Manager will be responsible for the following Key Scope Areas:
  • Financial Execution Data Management, Analysis, and Reporting
  • Field-Level Execution Monitoring and Corrections
  • Current Year Financial Operations Support
  • Oracle Analytics Server (OAS)/OBIEE Report Development
  • USSGL and Financial Statement Interface Support
  • Civilian Personnel Data Analysis and Reporting
  • Advanced Financial Training Support.
Duties include but are not limited to the following:
  • Optimize fiscal workflows and business processes to improve operational efficiency,
  • reduce processing timelines, and ensure full alignment with Marine Corps strategic financial goals.
  • Inform leadership and key stakeholders with timely, accurate, and actionable financial analysis, enabling data-driven decision-making and resource allocation.
  • Increase the accuracy, reliability, and transparency of financial data throughout the entire execution lifecycle, from commitment through final expenditure.
  • Validate financial transactions and records to ensure strict compliance with fiscal law, DoD regulations, and Marine Corps policy, directly contributing to a stronger audit readiness posture.
  • Improve the command's overall auditability and financial discipline by refining internal controls, enhancing process documentation, and providing expert recommendations for corrective actions.
  • Other related duties as assigned.

Minimum Qualifications:
  • Bachelor's Degree
  • Nine (9 years) or more of federal financial management, federal process improvement and strategy experience (DOD preferred)
  • Minimum four (4) years of management experience
  • Certifications in Data Analytics and SQL
  • Experience providing overall contract management, quality assurance, risk management, staffing oversight, and customer engagement.
