Job description

Position Overview

The Controller is the senior finance executive accountable for finance, accounting, tax, treasury, revenue allocation, and audit functions across DataCT LLC and the CT Plan Administrator remit. The role owns the integrity of financial reporting to the DataCT Board and to the CT Plan Operating Committee, including the quarterly participant distributions calculated through the Revenue Allocation System (RAS).

This is a build-and-operate role. The Controller will stand up the DataCT finance function from the ground up, coordinate with Deloitte Accounting & Tax during the transition period, transition DataCT to an in-house operating state by April 2027, and establish the SOX-, Regulation SCI-, and SOC-aligned financial controls expected of a market-infrastructure entity.

DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.

Core Responsibilities

Financial Reporting and Accounting

  • Own the monthly, quarterly, and annual close for DataCT LLC, delivered in accordance with U.S. GAAP.

  • Produce the Board financial package and the CT Plan Operating Committee financial reporting package on cadence.

  • Oversee general ledger integrity, intercompany, related-party, and manual-entry governance, with specific attention to DataBP LLC related-party transactions.

Revenue Allocation System and Participant Distributions

  • Oversee the Revenue Allocation System (RAS) calculations that drive quarterly participant distributions under the CT Plan.

  • Ensure accuracy, auditability, and on-time delivery of participant allocations.

  • Document RAS methodologies, governance, and control attestations in coordination with Legal and external audit.

Tax, Treasury, and Statutory Compliance

  • Manage U.S. federal, state (including New York), and local tax compliance, including the implications of DataCT's C-corporation tax election and cross-border ownership via Vondelpark Capital BV (disregarded entity).

  • Operate treasury, cash, and banking functions, including fee collection, participant disbursement, and subcontractor payments.

  • Coordinate with Deloitte Tax and external counsel on structuring and regulatory tax positions.

Controls, SOX, and Audit Coordination

  • Design, implement, and operate SOX-style and Reg SCI-aligned financial controls appropriate to a market-infrastructure entity.

  • Lead external audit coordination, including SOC 1, SOC 2, and financial-statement audit engagements.

  • Manage independence certifications for Deloitte Accounting & Tax and other financial subcontractors.

  • Partner with the Head of Legal, Risk & Compliance on control remediation and enterprise risk reporting.

Revenue Operations, Billing, and Receivables

  • Direct revenue operations, including billing accuracy, accounts receivable, collections, MISU financial treatment, and delinquency accounting.

  • Partner with Operations and Licensing & Relationship Management on dispute resolution and revenue assurance.

  • Coordinate with Deloitte Accounting & Tax during transition and establish the steady-state in-house A/R and collections function.

Budgeting, Forecasting, and Financial Planning

  • Build and maintain the DataCT operating budget, multi-year financial model, and cost-to-serve analysis.

  • Develop the capital plan (including insurance coverage alignment with the Head of Legal, Risk & Compliance).

  • Prepare scenario and contingency financial models for regulatory, subscriber, or market-structure disruption.

Organizational Leadership

  • Build and lead the Finance function across Revenue Operations and Accounting, Tax & Audit.

  • Transition activities currently performed by Deloitte into a steady-state, in-house DataCT finance operating model by April 2027.

  • Foster a culture of financial integrity, transparency, and operational discipline.

Key Performance Indicators

  • On-time close; clean audit opinions; SOX/SOC/Reg SCI control effectiveness.

  • Timeliness and accuracy of quarterly participant distributions.

  • Budget-to-actual discipline; forecast accuracy.

  • Days sales outstanding; collection effectiveness.

Qualifications

  • Fifteen or more years of progressive finance leadership, including time in a Controller, Assistant Controller, VP Finance, or CFO-track role.

  • CPA strongly preferred; advanced degree (MBA, MS Accounting, or equivalent) a plus.

  • Deep experience in regulated, multi-entity, or exchange/SRO/SIP financial environments.

  • Demonstrated ability to stand up a finance function from the ground up, including transitioning from outsourced to in-house operations.

  • Strong working knowledge of revenue allocation, billing, and external audit coordination.

Location Requirement

This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.

Compensation and Benefits

  • Base Salary Range - $220,000-258,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).

  • Eligible for performance-based incentives consistent with the role level.

  • Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT

DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
