Job Description

FPS Civil is seeking an experienced Human Resource Generalist or Human Resource Manager to add to the team. Preferred candidate will have at least 4 years of experience as an HR professional, although we may consider candidates with at least 2 years of experience. We are a small organization and are seeking candidates that are excited to learn new tasks and are willing to perform other office duties when needed to help grow and make the FPS team stronger.

Job Summary

Responsible for staffing, employee relations, benefits administration, training, compensation, performance management, and related human resources administrative duties.  Performs other business operation duties as needed to support our small office staff.

Job Responsibilities:

Staffing

  • Responsible for all recruiting and hiring efforts; conducts phone interviews of potential candidates, schedules interviews, leads and manages hiring efforts.
  • Creates job descriptions for all new job postings.
  • Manages all job postings and keeps website career page up to date with hiring needs.
  • Implements and manages recruiting efforts by attending college recruiting events, trade events, etc. to recruit college interns that will be graduating soon. Creates new program to onboard 1 to 2 interns per year or as deemed necessary by FPS Executive team.
  • Gathers all new hire paperwork and ensures all items are in legal compliance. Includes E-Verify processing, background checks, and Motor Vehicle Records for all new employees. Sets up new employees in accounting system and updates employee information and salary information when changes are needed.
  • Conducts new hire employee orientations.

Employee Relations

  • Works with management personnel on all employee related issues, performance documentation, etc.
  • Maintains good working relationships with all employees with the ability to motivate others and maintain positive morale while holding people accountable.
  • Handles and manages all employee or external related complaints and involves Executive Management team when necessary.
  • Manages all unemployment claims and leads all unemployment claim appeal requests and appeal hearings.

Benefits Administration

  • Oversees & manages employee benefits including setup in accounting system, answering employee questions, enrollment of new employees, termination of benefits for terminated employees, etc.
  • Manages and leads the efforts for all employee benefit renewal programs, presents information to Executive Management team so an informed decision can be made for benefits renewal.
  • Oversees & manages 401k company program; manages employee questions, 401k loan requests, distributions, 401k annual audits, etc.

Training

  • Assures employee training is in compliance with Company safety policies and OSHA safety standards.
  • Assist & manage other job specific required employee training and customer job specific employee badging requirements.
  • Works with FPS Health Safety & Environmental Manager on paperwork related to Worker Comp or other type of insurance claims.
  • Works with FPS HS&E Manager on keeping employee training up to date. Manages all Employee Safety Training Documentation, ensures that trainings with expiration dates are renewed prior to expiration dates. Maintains all employee training documentation and complies with customer specific training requirements.

Compensation and Performance Management

  • Manages annual employee review process, and presents current salary information for Executive management team to make informed decisions on compensation increases, etc.
  • Creates annual salary and 401k contribution reports and makes recommendations for Executive Management to review.
  • Manages the 90-day employee review process; works with management staff to ensure this task is completed.

Business Operations Support

  • Orders all marketing and safety related inventory including shirts, safety vests, safety supplies, and drug tests to ensure the necessary items are always available for onboarding and day-to-day jobsite needs.
  • Manages and orders marketing related items for employee and customer holiday gifts at the end of the year.
  • Other office and accounting-related duties as assigned to support business operations.
Qualifications

Knowledge, Skills & Abilities:

  • Must be bilingual in English & Spanish including reading and writing proficiency.
  • Proficiency with MS Office programs including Word, Excel, and Outlook.
  • Proficiency with Construction Specific Job Costing Software; Vista by Viewpoint is highly desired.
  • Valid driver license with acceptable driving record in accordance with company policy.

Education / Experience:

  • 4 years of equivalent human resources work experience required.
  • Bachelor's degree from a four-year college or university is preferred.
  • Knowledge of the construction industry and OSHA regulations is highly desired.
Additional Information

Physical/Mental Demands and Working Conditions:

  • Construction office environment; may require visits to heavily congested construction site locations throughout Arizona.
  • Must be able to wear personal protective equipment including safety toe boots, hard hat, and other construction safety gear.
  • Must be able to occasionally work outdoors in inclement climate.
  • Some weekend and night work may be required.
  • Must be willing to work our 45+ hours per week work schedule.
